It has been a privilege to collaborate with Amanda Davies and Ghaleb Krame, Ph.D. on research that explores one of the most significant emerging security challenges of our time. We are honored that our paper, “A Framework for Predicting Adoption of AI-Enabled Autonomous Drone Capabilities by Transnational Organized Crime and Foreign Terrorist Organisations”, has been accepted for presentation at EMCIS 2026, the 23rd European Mediterranean & Middle Eastern Conference on Information Systems, to be held in Paris this August. What makes this particularly meaningful is that the research was completed and submitted well before the issue entered the center of public policy discussions in Washington. Our study examined the pathways through which transnational criminal organizations could evolve from conventional drone operations toward increasingly autonomous and AI-enabled capabilities. Using structured comparative analysis and open-source intelligence, it identified conditions under which such technological adoption could accelerate. Just on June 2, 2026, during testimony before the U.S. Senate Foreign Relations Committee, Secretary Marco Rubio warned that Mexican cartels are already employing drones and that these capabilities could ultimately threaten U.S. interests. While academic research does not seek to predict headlines, its purpose is to identify emerging risks before they become strategic realities. The growing attention from policymakers underscores the importance of rigorous, evidence-based analysis at the intersection of artificial intelligence, autonomous systems, and transnational security. We are grateful to the EMCIS reviewers and organizers for recognizing the contribution of this work and for fostering serious discussion on challenges that will increasingly shape the security landscape of the coming decade. Russians Speak Out on Venezuela After many months of silence, on December 25, Russia accused the United States of piracy and sharply criticized American actions in the Caribbean. Somehow, it seems that the U.S. operations against ships have particularly irritated the Russians. Although the U.S. has carried out actions in Nigeria, the American strategy appears to focus on toppling Maduro's government through a naval blockade. The Russians have little they can do about it, much like the situation with Iran. Although both countries have long-range anti-ship missiles and anti drone systems, there is no time to import and install these defenses. All this amid major political divisions in the Venezuelan armed forces. In my opinion, it seems that the U.S. policy of seizing ships has bothered Russia more than the potential fall of Maduro's regime itself.

Dear Americans, Europeans, and the world, please read this 1-minute post and share it to educate others: Fifteen years ago today (1 May 2011), U.S. Navy SEALs raided a compound in Abbottabad cantonment, Pakistan, and killed Osama bin Laden. The raid marked the end of a more than 15-year effort by partners across the Intelligence Community to find him. While Pakistan was taking billions of dollars from the U.S. in the name of fighting and helping in the war against terrorism, Pakistan Army generals kept Osama bin Laden hidden inside their cantonment. It is estimated that, in this conflict, the United States paid Pakistan more than $40 billion in exchange for assistance. American troops fought in the mountains of Afghanistan for nearly a decade in search of Osama bin Laden, and dozens of American and NATO soldiers lost their lives. On one hand, Pakistan stood alongside the United States in the fight against terrorism, receiving billions of dollars in aid, while on the other, it harbored the world’s most notorious terrorist, the man responsible for the deaths of thousands of Americans, safely within the confines of its own military cantonment. This entire incident indicates that radical Islamists are never compassionate toward others, whenever matters of religion are involved, they are unable to think beyond their faith.

All of our European neighbors are represented: Poland, Slovakia, Hungary, Moldova, Romania, and Belarus. We all support the aspiration of the Belarusian people to free themselves from Russian interference, and we know that Russia is now trying to drag Belarus even deeper into this war against Ukraine. We value every expression of support from Belarusians for a free Ukraine, and we know that the day will come when there will once again be good-neighborly relations between our states – based on the real independence of both Ukraine and Belarus from Moscow. This is exactly what we discussed today with Sviatlana Tsikhanouskaya and her team, who are visiting Kyiv. Ukraine has never been a threat to Belarus. And we are grateful to those Belarusians who stand with Ukraine – now, when the fate of both our independence and the independence of every nation that borders Russia is being decided.

These include projects within the PURL initiative for financing production and procurement of Patriot systems, strong bilateral agreements on co-production of drones and weapons that we have proposed to America. We count on a positive response from the United States. We had a substantive discussion on stepping up pressure on the Russians and what we can do together with partners in tariff and sanctions policy to enable a meeting at the leaders’ level at the earliest and bring this war to an end. A trilateral leaders’ format is undoubtedly the most effective. We also discussed the return of abducted Ukrainian children, international cooperation on this track, and the conditions in which our children are being held. I expressed condolences to the American people over the horrific murder of Charlie Kirk and thanked President Trump for his condolences and response to the brutal murder of Ukrainian citizen Iryna Zarutska in North Carolina. It is important that justice prevail every time violence seeks to take hold. We are also preparing for the 80th session of the UN General Assembly in New York. We discussed planned events, coordination between Ukraine and the U.S., and work within the Coalition of the Willing. We are working on potential meetings and various formats.

Together with our partners, we supported the efforts of U.S. President Donald Trump to end the war, stop the killings, and achieve a just and lasting peace. I am grateful to the partners for our shared position: the path to peace cannot be determined without Ukraine, and negotiations can only yield results if they take place under a ceasefire. The sixth meeting of the Coalition of the Willing. Together with our partners, we supported the efforts of U.S. President Donald Trump to end the war, stop the killings, and achieve a just and lasting peace. I am grateful to the partners for our shared position: the path to peace cannot be determined without Ukraine, and negotiations can only yield results if they take place under a ceasefire. I am also grateful for the active support of our state as long as Russia has not agreed to a ceasefire. I called on our partners to finance Ukrainian drone production to enhance our country’s defense capabilities and to join the new NATO PURL instrument for the procurement of U.S. weapons. As part of Russia’s overnight attack on Kyiv, the most extensive damage to a residential area since the beginning of the full-scale invasion was inflicted. A total of 13 hectares (32 acres) of residential neighborhoods were affected in the town of Vyshneve, in the Kyiv region. Given the scale of the destruction, the Government will allocate funding from the reserve fund to support the community, including the restoration of homes damaged by the Russian attack. I discussed the need for immediate response measures with the President. Since the early hours of the morning, assistance centers have been operating in the city, where residents can receive emergency support and guidance on applying for compensation. More than 500 State Emergency Service personnel and over 400 police officers are working on the ground. I thank Minister of Internal Affairs Ihor Klymenko and Head of the Kyiv Regional Military Administration Mykola Kalashnyk for their effective coordination. My sincere gratitude also goes to every rescuer, deminer, utility worker, and everyone involved in responding to the attack and helping the community recover.
