We discussed joint defense production, with a primary focus on ammunition, air defense systems, artillery, armored vehicles, and drones. The United Kingdom was the first country in Europe to provide Ukraine with lethal weapons, tanks, and long-range weapons. We also signed our first security agreement with the UK. And we continue to deepen our cooperation in the defense sector.

Ukrainians understood long ago that NATO would not close our skies. But look: Ukraine had no weapons at the beginning of the full-scale war in 2022, and now, in 2026, Ukrainian drones are striking targets deep in Russia’s Ural, while Putin is afraid to hold a military parade on Red Square in Moscow without extraordinary security measures. Ukraine is now helping strengthen air defense systems in the Middle East through our battlefield experience and technological expertise, and is a strategic partner for countries in that region. Ukraine tries to shoot down every possible Russian drone, including those flying toward neighboring countries such as Romania, Moldova, and Poland. Ukraine is building a modern air defense architecture that will help protect not only Ukraine, but also our neighbors from Russian drones and missiles. It is important to help Ukraine strengthen our air defense and produce interceptor missiles. This will also strengthen Europe’s defense against Russia.

Russia has confirmed that it struck Ukraine with an “Oreshnik” IRBM Russia’s Ministry of Defense claimed that the launch toward Lviv was retaliation for an alleged drone attack on Putin’s residence. However, Moscow has so far failed to provide any credible evidence that such an attack was carried out by Ukraine, or that it occurred at all. In every meeting, every negotiation with partners who have air defense systems, the conversation centers on securing additional protection for Ukraine against Russian terror. Here in Europe, on this continent, there are enough air defense systems to provide Ukraine with truly reliable protection. It’s incomprehensible that some of these systems stand idle when each one could save hundreds, even thousands, of lives. We continue to urge our partners to take actions.

Suddenly, Ukraine isn’t victim, it’s provider of security, even despite the fact that U.S. cut off supplies to Ukraine, hoping Ukraine would surrender. Suddenly, Gulf states want visits from Ukraine and Ukrainian military because they want drone interceptors that Ukraine has to hit Shaheds. Suddenly, European companies want to do deals with Ukrainian drone companies, and there are several big joint-venture projects now happening all over Europe as well as inside Ukraine. Ukrainians are enormously helped by Europe, by European money and cooperation with European companies. But a lot of it is coming from Ukrainian society itself. And this change happened a while ago, like a year ago. But in the last couple of months, it’s suddenly become clear. And perception is shifting, and that changes also the way Russians see the war. And that changes assumptions that people are making about its outcome. And certainly, the ability of Russians to move forward has also stopped.

Almost every day, lives in Ukraine are under threat because of Russian attacks and strikes using various types of weapons against our people. This week alone, Russia launched more than 1,070 guided aerial bombs, nearly 1,000 attack drones, and six missiles against Ukraine. Everything agreed with our partners must be accelerated as much as possible. Every missile for air defense systems that is currently held in storage by partners can truly save lives. Stability and predictability of assistance to Ukraine are what can really push Moscow toward diplomacy. We count on continued defense assistance and support for the prepared documents on security guarantees by the United States, Europe, and partners within the Coalition of the Willing. I am grateful to everyone around the world who, through their strength, helps diplomacy and all efforts toward a just peace.
