What is the biggest differences you find using voxels over pisxels? Is there even a difference? May be a dumb question. I just do not know if there is a difference or not.

how do splats work? Are they something like billboard quads with some sort of texture applied?

Yes. Equilateral triangles with alpha cutouts for circle splats and quads for quad splats. One splat per voxel.
