Together with Emmanuel Macron, we signed a Declaration of Intent on Cooperation in the Acquisition of Defense Equipment for Ukraine. This document enables Ukraine to procure military equipment from France’s defense industrial and technological base, including 100 Rafale F4 aircraft by 2035 for Ukraine’s combat aviation, SAMP/T air-defense systems, air-defense radars, air-to-air missiles, and aerial bombs. Joint projects between our defense sectors will also begin this year – we will co-produce interceptor drones and work on developing critical technologies and components that can be integrated into Ukrainian drones. New aircraft, new reinforcements, new steps to strengthen our army and our country. I am deeply grateful to France, President Emmanuel Macron, and all the French people.

That's where the $PLTR partnership becomes important because software is what can turn a collection of drones, sensors and robots into a real operating system. The acquisition strategy is aggressive but this quarter made it look a lot more credible. Less like a roll-up and more like an emerging autonomous defense platform with real demand behind it.

Europe must finally equip itself with real strength, real ability to defend its skies, its land, and its sea against any type of attack. In particular, this means building sufficient air defense production capacity — both against drones and against ballistic missiles. The situation in the Middle East shows how difficult it is to provide one hundred percent protection against missiles and “shahed” drones. Even in the Gulf countries, which have more advanced air defense systems than those provided to us so far by our partners and have them in larger quantities, not all ballistic missiles are intercepted. There were also “shaheds” that air defense in the region has not stopped. Everyone can now see that Ukraine’s experience in defense is, in many respects, irreplaceable. We are ready to share this experience and help those nations that helped Ukraine this winter and throughout this war. We are ready to work on developing Europe’s shared defensive capabilities. Europe must have enough air defense missiles, enough experience in shooting down drones, and sufficient production of modern interceptor drones. Together, we can make this happen. Thank you to everyone working to strengthen the power of a united Europe.

Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. We feel your support and are sincerely grateful for it.
