Kinda - it is a geometry nodes modifier its just part of the main pass. One could separate it out with a viewlayer i guess.. have to look into that

Yes - its basically a geometry nodes modifier, so per object is no problem - thickness, color, style etc. but its not a grease pencil object - just a mesh

wrapping it in a simple manager add-on to make it easier to set up. But once set (Drivers etc.), it works without the add-on (unless you switch the camera). Might take 1-2 week or so to clean everything up.

Can you talk about the technique used to do this at this kind of scale? would be incredibly useful for other debug drawers(I want to make a fast solution for unity) but I understand you want to sell this, so its no problem if you wanna keep it close to your chest!

its geonodes + shader math, but for unity i always worked from this: Much easier to do such a thing in unity - simple vertex expansion in shaders, or real geometry shaders.. This is also a good reference (Point clouds, but still):
