Civil society statement on continued network shutdowns and platform blocking in Pakistan We, a collective of human rights activists and civil society organisations, express profound concern over the increasing instances of #internetshutdowns and #socialmedia platform blocking, specifically in the lead up to and following the general elections in #Pakistan. These actions not only infringe upon the fundamental rights of #freedomofexpression and access to information but also set a troubling precedent of throttling genuine political discourse in the country. The arbitrary blocking of platforms, including the prolonged and unannounced disruption of "X" (formerly known as #Twitter), is a sobering illustration of growing digital censorship in the country. Such actions not only silence diverse political voices, but also create an environment which contributes to the spread of misinformation. Today, digital platforms play a pivotal role in shaping public discourse, and ensuring the free flow of information, through these digital mediums, is imperative for an informed society and fair electoral processes. The suppression of digital platforms, especially when initiated without transparency, often lacks adherence to due legal process and thus, undermines Pakistan’s international law commitments. The complete silence of the Pakistan Telecommunication Authority (#PTA) is extremely alarming as they have failed to furnish any reasons for its actions and exceeded its mandate to block an entire internet platform. The absence of transparency in the decision-making processes surrounding network #shutdowns and platform blocking and complete disregard for any accountability has resulted in an obvious erosion of trust between the state and its citizens. We are also dismayed by reports of throttling of #VPNs, undermining people’s access to information and right to privacy. In light of these concerns, we call for immediate action to reverse the course of digital censorship in Pakistan. Specifically, we urge the government and public bodies to; - Repeal sections of the law such as Section 37 of PECA that enable censorship and violate Article 19 right to freedom of speech and press freedom and Article 19-A right of access to information - Act with transparency on decisions that impact the free use of the internet, including for political and economic purposes. - Issue statement of clarification, outlining the reasons and legal basis for the recent blocking of "X" and other affected platforms. - Avoid future actions that obstruct the free flow of information and adersely affect political discourse within the countries and take back all legislative proposals expanding control and censorship over the internet including the e-safety bill from the previous government’s tenure should not be revived. - Abide by #Pakistan’s commitments to uphold freedom of expression and right to access to information under the International Covenant on Civil and Political Rights (ICCPR) and the Universal Declaration of Human Rights We urge the incoming government, regulators and other public bodies to recognise that any action that affects the flow of information and limits citizen’s ability to express themselves, has a direct and lingering impact on citizen’s human rights including the right to political participation. Impact After Term | 15 : TVA's Tamil Digital Library — Bringing Tamil's Civilisational Knowledge to the Digital Age Established by Kalaignar in 2001 to enable the Tamil language to thrive in the Internet era and promote Tamil learning across the world, the Tamil Virtual Academy has spearheaded several pioneering digital initiatives. Among its most significant has been the Tamil Digital Library—created to preserve centuries of Tamil literature, manuscripts, archival records and cultural resources in digital form, while making them freely accessible to students, researchers and Tamil communities worldwide. Following the formation of the DMK Government in 2021, the Tamil Digital Library underwent a significant transformation. As Minister for Finance and Human Resources Management, Dr. PTR allocated ₹96.65 lakh in the 2022–23 Budget to accelerate the digitisation of rare books, manuscripts and archival collections. After assuming charge as Minister for Information Technology and Digital Services, he oversaw the next phase of its expansion, broadening both its scale and public accessibility. Today, the Tamil Digital Library hosts over one lakh rare books, manuscripts, journals and historical records. Nearly 19.89 lakh pages have been digitised, including over eight lakh palm-leaf manuscript pages, thousands of rare photographs and hundreds of hours of archival audio-visual material—creating one of the largest digital knowledge repositories dedicated to an Indian language. The initiative also placed a strong emphasis on accessibility. With an allocation of ₹1 crore for the Inclusive Digital Library, access was expanded for persons with visual impairments. During Dr. PTR's tenure as Minister for Information Technology and Digital Services, 12.85 lakh pages were converted using OCR technology, while 1.30 lakh pages were made available in accessible formats such as DOC, EPUB, DAISY and Braille-compatible editions. The initiative was further expanded through a series of dedicated digital knowledge platforms, including Tamilar Thagaval Attruppadai, the Digital Cultural Atlas and Kalaignar Karuvoolam. During this period, the complete digitised works of 38 eminent Tamil scholars, literary figures and leaders were also made publicly accessible, alongside thematic digital collections preserving Tamil Nadu's literary, political, social and cultural history. The impact has been substantial. Website visits increased from 1.25 crore in 2021 to over 17.25 crore by 2026, with more than 13.27 crore visits recorded during Dr. PTR's tenure, reflecting the growing global use of these digital resources. The Tamil Digital Library has transformed centuries of Tamil knowledge into a living digital resource for future generations.

Hard to think otherwise after meeting so many leading entrepreneurs and innovators. William Sutanto of indodax has built Indonesia's largest crypto assets platform. Calvin Kizana and sndyc of Tokocrypto operate one of Indonesia’s leading platforms, focused on delivering simple, secure, and seamless crypto trading and transactions. The Mobee team is focused on providing seamless access to digital asset trading and liquidity through an easy-to-use platform for both individuals and businesses. It was so great to spend time again with Vince Iswara, founder and CEO of DANA.id, which continues to improve the financial wellbeing of so many through innovation, and is the largest digital wallet platform in Indonesia. Kai and his team ICEx Group have built an OJK-licensed bourse for digital assets, operating Indonesia’s integrated exchange alongside clearing and custody infrastructure. Archie Anugrah, Andy Putra, shabrina adani and the whole team Pintu have built a mobile-first digital asset platform that serves millions and has been innovating in the space from the early days. Natasha Ardiani and the team at Durianpay are laser focused on making payments seamless across the entire ecosystem. The Lippo Group and Nobu Bank are thinking deeply about the digital future at one of Asia’s largest diversified conglomerates and digital bank, clearly poised to continue the firm’s legacy as an industry pioneer in Indonesia and beyond. jeth_soetoyo of CFX and I first met in 2018 before Circle had even launched USDC! It’s impressive what he did with Pintu and is now doing with PT Central Finansial X (CFX), a licensed bourse that is on a mission to accelerate the adoption of digital assets. I got to meet with him and leaders from ICC, KKI and IKS. D3Labs.io is a secure and compliant asset tokenization infrastructure for asset issuance, management, and transactions. taking an innovative approach to tokenization and real world assets. It was great to meet Chung Ying Lai and Tigran Adiwirya. They have a deep commitment to the local crypto community! Very strong energy across the board, excited about what we can do together and the potential for growth in this highly dynamic market.
