I thank everyone who remembers PURL—program that allows us to purchase American interceptors for Patriots. We understand risks created by Iranian strikes and the resulting need for air defense in the Middle East. It is important the protection of life is ensured in Ukraine too.

Unfortunately, there is a shortage of anti-ballistic capabilities – a shortage of Patriots – while Putin still intends to “vanquish” residential buildings rather than end his war. We have been discussing licenses for the production of Patriots with the U.S. Administration for a long time already. I thank all the countries helping through the PURL program, which enables us to purchase interceptors for Patriots. However, to reliably protect lives, we need our own production. European production here in Ukraine, or jointly with our partners, would also support the U.S. in operations whenever needed. We hope for a positive response from President Trump to protect lives. I also thank everyone who has expressed condolences to Ukraine today, everyone who has not remained silent and condemned Russian terror.

I want to thank all the partners who are helping us receive Patriot interceptors through PURL. By doing so, you are saving lives in Ukraine. But the current volume and pace of deliveries are not enough. We need more Patriot interceptors, and we need them delivered faster. That's why the key thing we need to do together is ensure continued support for our air defense so that Ukraine can defend itself against both cruise missiles and ballistic missiles. There are enough missiles in the world to provide that protection. What is needed is a political will to make sure Ukraine receives them. I recently sent a special letter to the President of the United States and to members of Congress on this issue, and I ask for your support in helping ensure a positive response. From an address to the participants of the NATO–Ukraine Council meeting in Kyiv (4/5).

I discussed strengthening our air defense with Rob Jetten Dick Schoof. I briefed him on the massive Russian strikes and the need for additional air defense missiles. We explored new ideas that could help reinforce air defense and protect our people. It is crucial to enhance coordination among partners in the face of Russia’s growing production of ballistic missiles. I thank the Prime Minister for the Netherlands’ support of the PURL initiative and for the many important steps taken to assist our country since the beginning of Russia’s full-scale invasion.

PURL is the program that allows us to buy Patriot missiles in the U.S. and other weapons that protect Ukrainians from Russian attacks, of course. Most of the air defense missiles that can stop Russian ballistic missiles come to us thanks to PURL. And PURL exists because of Europe – it’s true – Europe is paying for our ability to stop ballistic attacks. Thanks to everyone who helps us. Thank you! And honestly, one of the worst things a leader can hear in wartime is a report from the Air Force commander saying: the air defense units are empty – they used their missiles to stop Russian strikes, and there was no resupply. And intelligence says – a new massive attack may come in a day or two. Sometimes we manage to deliver new missiles for our Patriots or NASAMS just before an attack, and sometimes – at the last, very last moment. Thank you to every European leader who invests in PURL and in other joint defense programs. And I’m proud of our soldiers who repel Russian attacks, and of our logistics teams who have kept this system working for 4 years. And I am proud of our nation. And it is the courage and resilience of Ukrainians that make the difference. Our people deserve gratitude. They deserve respect.

Meeting of the Coalition of the Willing. Today's format was expanded – for the first time, representatives of the United States took part in our meeting, including General Kellogg, Senators Graham and Blumenthal. A total of 32 participants – heads and representatives of states, governments, and international organizations. I’m grateful for this level of engagement. It is important that the format of the Coalition of the Willing is working – working for long-term security and for protection against Russian strikes right now. Everyone acknowledges that this is a war that can only be overcome through unity – and we have built the unity we need. I thank everyone who stands with Ukraine, everyone who is with us now in defending life.

We held a meeting of the Coalition of the Willing, and this is an important format for supporting Ukraine's security now and in the future. We are working to ensure that the security guarantees include serious components of European deterrence and are reliable, and it is important that the United States is with us and supports these efforts. No one is interested in a third Russian invasion. And right now, defense support for Ukraine is especially important, because Russia’s attacks are not stopping, and there must be greater protection of life for diplomacy to work toward a just peace. Thank you to everyone who is helping.

While Putin talks about strikes in the Middle East, Russia rejects U.S. peace efforts in Europe and continues the killing in Ukraine. Putin deliberately launches such brutal attacks to make America appear weak. The only way to end Russian terror is through strength. We need new and tough sanction strikes on Russian economy and oil revenues, as well as secondary sanctions on those who help Russia’s war effort. We need additional defense capabilities for Ukraine, especially air defense and interceptors, artillery ammunition, and investment in Ukrainian defense production. This week is a week of important summits. And they must produce important results. We don’t have time to wait. It is time to show transatlantic unity and strength.

President Zelenskyy: You know, in Ukraine, it is said, "Everybody remembers only the last words." My last words have been several times to President Trump, "Don't forget about our defense, don't forget about Patriots." This is very important for us during this winter. Friends, in order to survive this winter, we need not just generators (which are very important) but also air defense - this is crucial to stop Russia from destroying more and more of Ukrainian infrastructure. The more air defense systems and missiles for them Ukraine has, the safer Ukrainian civilians will be. The more lives will be saved.

I am grateful to the Prime Minister of the Netherlands for such a symbolic visit – coming to Ukraine almost immediately after beginning his work at the head of the new Government. I informed Rob Jetten Rob Jetten about the situation on the battlefield and about the Russian attacks that do not stop for a single day. We need stable, steady support every day while the war continues. The Netherlands demonstrates exactly the kind of support that works most effectively – a predictable annual volume of €3 billion each year. The Netherlands is also investing in the PURL initiative, which is critical for us and allows us to purchase air defense missiles. It is important that we are producing weapons together with the Netherlands – and we will certainly continue and expand this joint work. This is also provided for in the joint statement we adopted today. We discussed this in detail during the meeting – investments, licenses, and possible production volumes. This is not an easy task, but it is one of the security guarantees for Ukraine – and it will work in the long term. In Washington, I spoke with defense companies that produce Patriots and other weapons we need. The willingness to work with Ukraine is fully sufficient – Ukraine is trusted. It is important that there be enough support for this at the political level in Washington.

We see the challenges that exist now: the Iranian regime has effectively blocked the Strait of Hormuz – one of the main routes for supplying oil and gas to the global market. This is a major source of instability. No one in the world can yet say how long all of this will last, but it is important that the protection of life starts working effectively as soon as possible. Stability is important for us as well. Those now seeking Ukraine’s help must continue to assist our own defense – first and foremost, our air defense. Last year we already proposed a drone agreement to the United States. This is the right way forward: to partner with us in the production and use of drones, and everyone now sees that there is no alternative to this approach. Ukraine has the greatest experience in the world in countering attack drones, and without our experience it will be very difficult for the Gulf region, the entire Middle East, and partners in Europe and America to build strong protection.

We value the Netherlands’ readiness to continue supporting Ukraine. I also want to highlight their participation in the PURL initiative. The Netherlands was among the first to join and has already allocated 500 million dollars for American weapons for Ukraine; it is also funding the purchase of drones. Joint production projects are next in line. And this is extremely important for our defense against Russian aggression. We value European support in protecting Ukraine from Russian strikes – especially when it comes to air defense and drone production. We should continue using every opportunity to find missiles for Patriot systems. That’s why the PURL program is helpful. I thank everyone who contributes to it.
