Today I have discussed with the Minister of Defense our preparations for the upcoming Ramstein meeting, which is scheduled for Friday. Our top priority is air defense – above all, missile defense against ballistic threats. Ukraine needs at the very least ten systems that are sufficiently effective against Russian ballistic missiles, and this is where Patriots are second to none. We have repeatedly raised this issue with the American side and with everyone in Europe who is in a position to help. We are counting on decisions. Just today, there were several air raid alerts across the country due to ballistic missiles threat. In parts of Ukraine, people are virtually living under the constant threat of such attacks. Right now, the world lacks not the systems themselves – but only the political decisions needed to protect lives. The systems do exist. There are even enough Patriots in the world to guarantee protection from Russian terror once and for all. But this requires a political decision – a decision by our partners. The second priority at Ramstein is ensuring continued support throughout this year. Stability and predictability of aid are the things that disappoint the aggressor and actually incite toward diplomacy. We need to eliminate Putin’s temptation — his hope that support for Ukraine will vanish. It won’t. The support will continue. We need that signal, and we need a steady supply of defense assistance.

All six Kalibr missiles were shot down last night, and 31 out of 33 cruise missiles were intercepted, meaning whenever the necessary capabilities are available, our warriors deliver truly high interception rates. That is the only explanation for the problem with ballistic missiles – insufficient number of interceptors. This is especially true for Patriots. We have proven to all our partners both the need, and more importantly, the possibility of providing greater protection of lives. It is simply nonsensical that, in today’s world, production has still not been scaled up to the level that is actually needed to protect people from ballistic terror. We have long made the case that we are capable of producing such defensive weapons ourselves. If Ukraine were granted U.S. licenses to produce Patriots, our own production would be sufficient both to protect Ukraine and to help partners in need. We are in contact with everyone around the world who can provide air defense missiles now. This is our top priority.

I am grateful to all our partners who support us in this and who have a clear understanding of what exactly is needed. Patriots, IRIS-T, all necessary air defense systems, the development of drones, and investments in weapons production here in Ukraine—this is about protecting lives, and defending the very idea that peace is possible. When Ukraine addresses partners, requesting air defense systems that they have in warehouses and bases but that are needed here, in Ukraine, to protect lives, we are talking about genuine allied action. We in Ukraine value the efforts of all leaders and states who are truly active, keep their promises, and work hard to improve the capabilities of our air shield. Russian terrorists have already had enough time—years—to destroy Ukrainian life. This year cannot be a year of further discussions. Everything is very specific. Ukraine needs air defense, and partners can help us with that. We need artillery, and the world has it. Today, we can already say there is a good result for our air defense – Ukraine now has more Patriots. I thank Chancellor Merz, I thank Germany, and everyone who helps – our agreements have been fulfilled. More Patriots are now in Ukraine and being put into operation. Of course, more systems are needed to protect key infrastructure sites and our cities across the entire territory of Ukraine, and we will continue working to obtain them – not only at the political level with states and leaders but also directly with manufacturers of all necessary air defense systems and missiles for them.

In just a few days between December 29th and now, Russia has used about 300 missiles and over 200 “Shahed” drones against Ukraine. Prior to Ukraine, no country in the world had ever successfully repulsed such combined attacks with the use of drones and missiles, including air-launched ballistic missiles. Only today, 10 Kinzhals were shot down. I am grateful to every warrior in our Air Forces, all fighters in mobile air defense groups, every anti-aircraft gunner, and everyone throughout the world who is assisting Ukraine by providing weapons to defend our skies. Each additional air defense system and missile saves more lives. It is here, in Ukraine, and with our air defense, that we must demonstrate that democracies are capable of protecting lives from all types of terror. If we fail to achieve this task in Ukraine now, Russian terror will further spread throughout Europe and beyond. The Russian leadership's sense of impunity, forged over decades of unrestricted authority, has already resulted in a lot of suffering and loss of life. Russia must confront the responsibility for taking lives as well as the power of those who protect them.

But the current volume and pace of deliveries are not enough. We need more Patriot interceptors, and we need them delivered faster. That's why the key thing we need to do together is ensure continued support for our air defense so that Ukraine can defend itself against both cruise missiles and ballistic missiles. There are enough missiles in the world to provide that protection. What is needed is a political will to make sure Ukraine receives them. I recently sent a special letter to the President of the United States and to members of Congress on this issue, and I ask for your support in helping ensure a positive response. There have been meetings at various levels, and one of our top priorities is securing long-range capabilities for our Defense Forces. This is crucial to preventing the terror that our Kharkiv and other cities across Ukraine are forced to endure. Clearing Ukrainian skies of Russian guided bombs is a powerful step toward forcing Russia to seek an end to the war and a just peace. Our representatives have provided all the necessary information and details to our partners. I am calling on the United States, the United Kingdom, France, and Germany – we need the means to fully and effectively protect Ukraine and its people. We need permissions for long-range capabilities, as well as your long-range shells and missiles. Making these vital decisions cannot be delayed – these are the actions that can have the most significant impact on the course of events. We are also discussing air defense with our partners – systems that are especially needed now, before the start of the school year, to provide more safety for Ukrainian children in schools, for our cities, and our energy infrastructure.
