It is a demand that Washington fulfill the commitments it already signed under the MoU. Baghaei pointed to Article 13: implementation of the key obligations must begin BEFORE talks on a final agreement can start. Iran says those conditions have NOT been met. He accused Washington of failing to force the Zionist regime into a ceasefire in Lebanon, a clear VIOLATION. The MoU is a package deal, and a breach of any major provision puts the ENTIRE agreement at risk. After the signing of the agreement between DRC and Rwanda, people have remained sceptical as many agreements have been signed in the past but failed to produce lasting peace. Even now, although the agreement has been signed, each party seems to have its own understanding of the agreement, and they are still disagreement about how to proceed. It is my view that both parties signed the agreement under pressure from Washington without truly coming to an agreement about how to proceed.
