We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. I wish our Air Force and all our warriors to feel the pride of Ukrainians in our combat aviation and to bring Ukraine the combat results that will bring our victory closer – our just peace for Ukraine.

We thank our pilots, air defense personnel, mobile fire groups, anti-aircraft gunners, radio engineering units, engineers, and everyone who does their part to make Ukraine stronger. Thousands of combat sorties, thousands of targets intercepted, and thanks to that, thousands of lives protected. Over the years of the war, our Air Force has grown significantly stronger. We have received modern combat aircraft and effective air defense systems. There are still not enough of these systems to protect our entire sky from Russian missiles, but today Ukraine's air shield is already one of the strongest in Europe. And that is thanks to the professionalism and experience of our warriors, who have proven it time and again by intercepting even the most challenging targets despite shortages of one type of equipment or another. I thank every man and woman who defends our skies and does everything every day to keep Ukrainians safe. And we will always honor the memory of all those who gave their lives defending Ukraine. Eternal memory to the heroes. Glory to our warriors! Glory to Ukraine!

Russia has launched another brutal attack on our Kharkiv – on a construction hypermarket, on Saturday, right in the middle of the day. As of now, it is believed that more than 200 people were in the hypermarket. All the emergency services are already on the site and providing assistance, rescuing people, and extinguishing the fire that has completely engulfed the building – 10,000 square meters. There are killed and injured people. If Ukraine had sufficient air defense systems and modern combat aircraft, Russian strikes like this one would have been impossible. And that is why we appeal to all leaders, to all states: we need a significant enhancement of air defense and sufficient capabilities to destroy Russian terrorists. Today marks a significant moment, truly historic for both our nations – France and Ukraine. Together with Emmanuel Macron, we signed a Declaration of Intent on Cooperation in the Acquisition of Defense Equipment for Ukraine. This document enables Ukraine to procure military equipment from France’s defense industrial and technological base, including 100 Rafale F4 aircraft by 2035 for Ukraine’s combat aviation, SAMP/T air-defense systems, air-defense radars, air-to-air missiles, and aerial bombs. Joint projects between our defense sectors will also begin this year – we will co-produce interceptor drones and work on developing critical technologies and components that can be integrated into Ukrainian drones. We continue our work in Washington and are soon expecting a decision on F-16s to increase the number of aircraft available to Ukraine. Yesterday, we secured 5 more Patriot systems and dozens of other air defense systems. Today, a decision on aircraft is also expected. We will also finalize two new security agreements, which include support for sanctions against Russia, our accession to the EU and NATO, the protection of our soldiers and people, and reconstruction efforts. There will be at least ten meetings with world leaders. I am grateful to our entire team for their work. Today, we will also have meetings in the U.S. Congress with both parties and both chambers. We appreciate American support and will discuss how to achieve even more positive results in our cooperation with the United States – ideally, long-range and far-reaching.

Agreements have been prepared – and the relevant documents are being signed today – to significantly boost our defense capabilities. Ukraine will be able to receive 100 Rafale F4 aircraft, very advanced French radars, 8 SAMP-T air defense systems with 6 launchers each, the missiles and guided bombs necessary for our defense. Only a few systems in the world are capable of intercepting such missiles effectively – and to protect our entire territory, we need far more of these systems and the missiles for them. People who manufacture our weapons, which show results on the battlefield, at sea, and in air strikes on Russia's war machine. Today, I had the opportunity to express gratitude to our defense industry workers. These are the people who have dedicated their lives to Ukrainian strength. People who manufacture our weapons, which show results on the battlefield, at sea, and in air strikes on Russia's war machine. I thank them for Ukrainian artillery shells, cannons, drones, missiles, and electronic warfare systems. For everything that helps our warriors fight and saves Ukraine’s life and the lives of Ukrainians. We will have more weapons, shells, drones, and EW systems.
