We have a huge infrastructure spending backlog in Tshwane, especially in townships including in Hammanskraal. For years, our spending on infrastructure has lagged behind the city’s population growth. Many capital projects, for roads and storm water, were cancelled by the previous administration. We have taken a decision to correct this problem by allocating funds for infrastructure projects. In the draft budget 2026/27 we have set aside R2,8 billion for infrastructure projects with an increase to R3,5 billion in the following year. #TshwaneIDP City of Tshwane

This actually happened. 2022. California Governor Gavin Newsom announces that California has the biggest state budget surplus in American history. Newsom: "No other state in American history has ever experienced a surplus as large as this." Gavin proposed returning some of the money to the people. With everything being so unaffordable in California, people were happy to be getting a few dollars back from the state. The only problem? It was all a lie. The $97.5 billion surplus was a four year projection that Newsom's people based on faulty revenue assumptions. In 2024 Newsom's team quietly put out a revision that said the 2022 projection of a $97.5 billion surplus was off by $165 billion. The biggest surplus in American history was actually a massive deficit. Absolutely on par for Gavin Newsom.

I thought often when people quoted Keynes about it not always being necessary to balance things one year with another, they always took the deficit years and forgot the years you in fact had a surplus so you had a balance over time. So deficits rose and rose. We got in. I was determined to tackle public expenditure. It was tough. Of course, we had a recession in 1981 and it went up but only very slightly because we were being very tough. In fact, I did the whole Falklands campaign without any increase in expenditure because we had the contingency reserve and that was adequate. At the end of my time, in the last four years, we had a budget surplus: We were able to redeem debt. Now, you don't get that without trying to be tough the whole time. There were some people who said, "Oh we've had a tough time. Consolidate. Don't you think you ought to be more generous to people?" I said, "With who's money?" And so, I left four years' surplus.
