There was a town hall meeting on public debt at the Ufungamano house last month. I have been looking for clips and I have found some. These are the right questions Kenyans should be asking. Let us start with the ten years of UhuRuto regime; Taxpayers Collected Revenue was Ksh 13.8T Taxpayers Expenditure was Ksh 14.3T, a deficit of Ksh1.5T, meaning only Ksh 1.5T was to be borrowed. In those ten years, Ksh 7.7T was borrowed and the Parliament only approved the borrowing of Ksh 2T. Surprisingly, in those ten years, the Parliament approved the payment of Ksh 5.6T which they never approved to be borrowed. Now, Ksh 5.6T was paid, but when Ruto's killer regime came to office, the debt was Ksh 9.6T. William Ruto says that they have paid Ksh 4.6T. Now the question we are asking is, why is the public debt at Ksh 12.3T? We must demand the debt register to be opened. Public debts must be audited juu hapa tunachezwa. It doesn't add up. How many industries could have Ksh 13B built and how many youths could have been employed? How many Kenyatta Hospitals could have been built? Out of the Ksh 13T debt, only Ksh 6.9T can be traced from the treasury records. Ksh 6.1T is invisible, undocumented and untraceable. Where is that money and what was the money used for? By July 2023, taxpayers had paid Ksh 8.8T. That means Kenyans have no debts and have even paid in excess. The debt register must be opened. Public debts must be audited. The public debt is now over Ksh 13 Trillion. We are borrowing in one year around Ksh 1.2Trillion; the amount President Kibaki borrowed in 10 years. Borrowing a net of Ksh 4Bn every day, without adding refinancing (what we borrow to pay previous loans). Kenya is also borrowing off the book from last year, just exactly what Senegal did and the more the reason they are in deep fiscal crisis. That’s why IMF is shunning Kenya. If we do not stop the profligate borrowing, for sure a reset is on the horizon. We must stop. We are African and Africa is our Business..

For decades, the Kenyan people have been burdened by odious debts incurred by past regimes under questionable, and often despotic, circumstances. These loans, ostensibly taken for national development have instead been used to enrich a few corrupt individuals at the expense of millions of hardworking citizens. Today, Kenyans continue to suffer from economic hardship, high taxation, and dwindling public resources, all in the name of repaying debts that never served their interests. It is time we ask: Why should the citizens of Kenya (The sovereign) bear the burden of repaying loans that were never intended to benefit them? Why should those who facilitated these loans, only to siphon public funds into their private offshore accounts; walk free while the people struggle under oppressive economic conditions? We must also question the role of international financial institutions, such as the International Monetary Fund (IMF) and the WorldBank, which have continued to issue loans despite glaring evidence of corruption and mismanagement. These institutions cannot feign ignorance. Wire transfers leave digital trails. The looted money was laundered into known tax havens, and global intelligence agencies were fully aware of these transactions. Yet, loans were granted without due diligence, largely for political and financial gain, and often in direct violation of Kenya’s constitutional and legal requirements. Under Article 211 of the Constitution and Section 50 of the Public Finance Management Act,2012, all external borrowing requires parliamentary approval. Yet, successive regimes have sidestepped this legal requirement, indebting the nation without transparency or accountability. These unconstitutional debts must be thoroughly audited, and where illegality is found, the burden must not fall on the Kenyan taxpayer. We Demands: 1. A full public audit of Kenya’s external debt to determine which loans were acquired legally and which were fraudulent or unconstitutional. 2. Prosecution of individuals and institutions responsible for acquiring, facilitating, and looting these loans. 3. Recovery of stolen funds stashed in offshore accounts, with the money redirected towards national development. 4. A legal framework to prevent future reckless borrowing, ensuring full parliamentary oversight and public participation in debt management. This matter is not just about past injustices, it is about securing Kenya’s future. We will not allow future generations to be enslaved by debt accumulated through corruption and impunity. The looters must return what they took, and those who enabled these financial crimes must be held accountable. We can advise the government to release funds from the Petroleum Development Levy to help stabilize fuel prices and ease the burden on ordinary Kenyans. However, there are serious concerns as to whether sufficient reserves remain, given their poor management, misuse of public funds, and the corrosive effects of corruption. Kenyans deserve transparency, accountability, and prudent stewardship of every shilling collected from taxpayers. Public funds meant to cushion citizens during difficult times must never be diverted or mismanaged while wananchi continue to struggle with the rising cost of living.
