The EU will adopt its 17th sanctions package against Russia on May 20th. It will mainly focus on countering Russia’s evasion of existing sanctions and targeting its shadow fleet. - The package blacklists over 100 vessels used by Russia to transport oil and gas in violation of EU sanctions... and the G7 price cap. These vessels are often old, uninsured, and operate under flags of convenience to obscure ownership. The new EU measures include banning these ships from EU ports and services. More than 50 individuals and entities will be targeted, including: - Russian officials and entities involved in cyberattacks, human rights violations, and destabilizing activities. - Firms and individuals in third countries, such as China, suspected of helping Russia evade sanctions by supplying dual-use technologies or other restricted goods. The sanctions will involve asset freezes, travel bans and restrictions on financial transactions. - The 17th sanctions package will tighten restrictions on the export of dual-use goods (items with both civilian and military applications) to Russia. It will include enhanced measures to prevent Russia from acquiring advanced technologies, such as semiconductors, through third countries. - Additional measures target Russia’s financial sector, with sanctions on banks or financial institutions facilitating sanction evasion. Apart from the 17th package, 3 sanctions packages will be passed on May 20th. They address Russia’s hybrid activities (e.g., cyberattacks, disinformation), human rights violations and use of chemical weapons. We have a series of measures in place and will be intensifying our work with partners. The infrastructure of the “shadow fleet” will face new pressure. Cryptocurrency schemes used by Russia to bypass sanctions will also be countered by Europe. I am grateful that many of Ukraine’s proposals have been taken into account in the EU sanctions package. We now expect strong sanctions steps from the United States as well – Europe is doing its part. Everyone can now see Russian interference – against Poland, and yesterday against Estonia. These are not accidental incidents. Russia will continue trying to spread its aggression, destabilization, and interference. This is their system. Our institutions are working on the synchronization of European and Ukrainian sanctions. We are also fully aligning the European sanctions package targeting the regime in Iran, which includes numerous individuals, companies, and entities not only involved in military production and external terror schemes against neighboring countries in the region, but also in internal repression within Iran itself. It is one of the most brutal regimes in the world. No surprise that Putin found common ground with it. Global sanctions against Russia must now be one of the top priorities. They are a real tool for limiting Russia’s strategic capabilities and potential, and they must increasingly and painfully restrict Russia’s ability to continue its war against our independence. Response efforts are ongoing in Kyiv following the Russian attack. All the necessary emergency services are working at the sites. Last night, Russia launched more than 100 drones against us. Ordinary apartment buildings in several districts of the city have been damaged. Unfortunately, as of now, three people are known to have been killed in the attack. My deepest condolences to their families. Dozens have been injured, including children. Every Russian strike is an attempt to inflict as much damage as possible on ordinary life. This week, they’ve been striking residential buildings, our people, children, and civilian infrastructure. These are the main targets for the Russians. Thousands of strikes with various types of weapons: in just one week, Russia has used nearly 1,200 attack drones, more than 1,360 guided aerial bombs, and over 50 missiles of different types against Ukraine. Under all these strikes, Ukraine has continued to defend itself actively – on the battlefield, in the sky, and through diplomacy. There are significant results regarding the pressure on Russia: the 19th EU sanctions package and new U.S. sanctions targeting Russian oil. We are grateful to our partners for these steps, but it is important not to stop here. We count on the synchronization of these sanctions across the G7 and other partner jurisdictions. And, of course, additional tariff and sanctions restrictions are needed against Russia and all those helping it stay afloat. Certainly, pressure will help bring about peace. Zelensky had planned to meet with Trump to discuss potential U.S. sanctions on Russia and arms purchases, but the meeting will not happen. In Trump's absence, Zelensky will meet G7 leaders, all of whom support Ukraine in its war with Russia. However, it’s unclear if specific measures to pressure Moscow will be agreed upon.
