In France or Germany, it could take five years simply to secure the permits. And even if Europe could build faster, power is the deeper constraint. Europe has the highest industrial electricity in the world. And, it is an net energy importer. If Europe doesn't unlock cheaper electricity (fast!) it will fall further behind.
