If Putin is off the deep end with this “shahed” obsession and terror, they must be left without logistics. I also thank all partners who are pushing for new and stronger sanctions, including secondary sanctions. Let Russian bravado not deceive anyone – they are truly feeling the impact of sanctions. Today, I held a Staff meeting where we had in-depth discussions about the use of air defense systems and the protection of our cities and communities. Steps were identified to make the use of the systems we already have more effective. We are also working on securing additional protection for Ukraine. We are very much counting on the "Patriot" system that Romania is preparing to provide, and I will be grateful to Romania for this crucial support. This is something that will truly help our people, our country, and our entire region. We continue to work with all our partners to secure stronger support for our defense—especially long-range solutions that could destroy a significant portion of Russian ballistic missiles before they even launch. This is one of the key issues of this war. The issue of our long-range capabilities and the necessary approvals from our partners, as well as the long-range shells and missiles we could use, is critical. Russian strikes will become impossible if we have the ability to destroy the occupier's launch sites, military airfields, and logistics hubs where they are located. Granting Ukraine these approvals and providing us with this weaponry would be the biggest step toward a real, just end to this war. Russia simply doesn't know how to fight without terror—terrorist strikes and their ability to create destruction have replaced tactics and strategy for the Russian leadership in this war.

I informed Mr. President about Russia’s continued attacks and our needs to strengthen air defense. I spoke about the situation on the frontline and Ukraine’s long-range sanctions. Our mid-range strikes and deep strikes are quite rightly forcing Russia to feel the consequences of the war it unleashed. And we discussed which sanctions measures by our partners can also force Russia to the negotiating table. We also spoke about cooperation in the energy sector. This week, we’ve seen important decisions from our partners, decisions that really help. France has confirmed a new missile package. We continue with France a significant training program for our soldiers. I’m grateful for this support. We are working closely with the U.S. on new defense packages that will bolster our air defense systems – a critical need as winter approaches and Russian strikes persist. We also need real progress in terms of range long-range capabilities. Additionally, a decision has been made that allows American contractors to work in Ukraine on equipment repairs and maintenance, which will expedite these processes. I am also grateful to Canada for working with us to supply additional Nassams air defense systems. The UK has taken new action this week, imposing sanctions on Russian entities fueling the war. This is important, and I thank for this. All Russian individuals and entities supporting their military-industrial complex should be isolated globally, reducing Russia’s capacity to avoid fair, real diplomacy and continue this war. Sanctions need to curb Putin’s overconfidence, and that is achievable. Lithuania is preparing a new military aid package and collaborating with us on securing funds for weapon purchases and local production. Sweden - there are new decisions in both civilian and military support, particularly for maritime security. I want to express our deep gratitude to every partner around the world who is helping us.

Right now, we have all heard from Russia Putin’s highly predictable and manipulative words in response to the idea of a ceasefire on the front lines—at this moment he is, in fact, preparing to reject it. Of course, Putin is afraid to tell President Trump directly that he wants to continue this war and keep killing Ukrainians. That’s why, in Moscow, they are surrounding the ceasefire idea with such preconditions that it either fails or gets dragged out for as long as possible. Putin does this often—he doesn’t say ‘no’ outright, but he drags things out and makes reasonable solutions impossible. We see this as yet another round of Russian manipulation. There was a U.S. proposal for an unconditional ceasefire—in the air, at sea, and on the front lines. We in Ukraine accepted this proposal. We have heard from the American side that there is readiness to organize monitoring and verification. And this is absolutely feasible—with American and European capabilities. And during the ceasefire, to prepare answers to all questions about long-term security and a real, lasting peace, and to put a plan to end the war on the table. Ukraine is ready to work as quickly and constructively as possible. We have discussed this with U.S. representatives, and our European partners, as well as all our allies worldwide, are aware of it. We are not setting conditions that complicate the process—Russia is. As we have always said, the only one stalling, the only one being unconstructive, is Russia. They need this war. Putin has stolen years of peace and continues this war day after day. Now is the time to increase pressure on him. Sanctions must be applied—ones that will work.
