That is why Putin must face conditions that make it impossible for him to continue this war. We are creating those conditions through our long-range strikes on Russian military and oil facilities. Our medium-range sanctions are also having an effect. They make it harder for Russia to occupy our territory and our lives. And we are doing everything we can to make the occupation unbearable for the occupier. I want to thank everyone who supports us and our efforts, and I urge you to continue this support through new European Union sanctions. Today, I held a Staff meeting where we had in-depth discussions about the use of air defense systems and the protection of our cities and communities. Steps were identified to make the use of the systems we already have more effective. We are also working on securing additional protection for Ukraine. We are very much counting on the "Patriot" system that Romania is preparing to provide, and I will be grateful to Romania for this crucial support. This is something that will truly help our people, our country, and our entire region. We continue to work with all our partners to secure stronger support for our defense—especially long-range solutions that could destroy a significant portion of Russian ballistic missiles before they even launch. This is one of the key issues of this war. The issue of our long-range capabilities and the necessary approvals from our partners, as well as the long-range shells and missiles we could use, is critical. Russian strikes will become impossible if we have the ability to destroy the occupier's launch sites, military airfields, and logistics hubs where they are located. Granting Ukraine these approvals and providing us with this weaponry would be the biggest step toward a real, just end to this war. Russia simply doesn't know how to fight without terror—terrorist strikes and their ability to create destruction have replaced tactics and strategy for the Russian leadership in this war.

During a meeting with President Guy Parmelin upon arriving in Geneva, I thanked Switzerland for all the support it has provided and, in particular, for its readiness to help in bringing peace closer. I informed Mr. President about Russia’s continued attacks and our needs to strengthen air defense. I spoke about the situation on the frontline and Ukraine’s long-range sanctions. Our mid-range strikes and deep strikes are quite rightly forcing Russia to feel the consequences of the war it unleashed. And we discussed which sanctions measures by our partners can also force Russia to the negotiating table. We also spoke about cooperation in the energy sector. This week, we’ve seen important decisions from our partners, decisions that really help. France has confirmed a new missile package. We continue with France a significant training program for our soldiers. I’m grateful for this support. We are working closely with the U.S. on new defense packages that will bolster our air defense systems – a critical need as winter approaches and Russian strikes persist. We also need real progress in terms of range long-range capabilities. Additionally, a decision has been made that allows American contractors to work in Ukraine on equipment repairs and maintenance, which will expedite these processes. I am also grateful to Canada for working with us to supply additional Nassams air defense systems. The UK has taken new action this week, imposing sanctions on Russian entities fueling the war. This is important, and I thank for this. All Russian individuals and entities supporting their military-industrial complex should be isolated globally, reducing Russia’s capacity to avoid fair, real diplomacy and continue this war. Sanctions need to curb Putin’s overconfidence, and that is achievable. Lithuania is preparing a new military aid package and collaborating with us on securing funds for weapon purchases and local production. Sweden - there are new decisions in both civilian and military support, particularly for maritime security. I want to express our deep gratitude to every partner around the world who is helping us.

Right now, we have all heard from Russia Putin’s highly predictable and manipulative words in response to the idea of a ceasefire on the front lines—at this moment he is, in fact, preparing to reject it. Of course, Putin is afraid to tell President Trump directly that he wants to continue this war and keep killing Ukrainians. That’s why, in Moscow, they are surrounding the ceasefire idea with such preconditions that it either fails or gets dragged out for as long as possible. Putin does this often—he doesn’t say ‘no’ outright, but he drags things out and makes reasonable solutions impossible. We see this as yet another round of Russian manipulation. There was a U.S. proposal for an unconditional ceasefire—in the air, at sea, and on the front lines. We in Ukraine accepted this proposal. We have heard from the American side that there is readiness to organize monitoring and verification. And this is absolutely feasible—with American and European capabilities. And during the ceasefire, to prepare answers to all questions about long-term security and a real, lasting peace, and to put a plan to end the war on the table. Ukraine is ready to work as quickly and constructively as possible. We have discussed this with U.S. representatives, and our European partners, as well as all our allies worldwide, are aware of it. We are not setting conditions that complicate the process—Russia is. As we have always said, the only one stalling, the only one being unconstructive, is Russia. They need this war. Putin has stolen years of peace and continues this war day after day. Now is the time to increase pressure on him. Sanctions must be applied—ones that will work. It is important that America remains engaged in the process of bringing peace closer. It is America that Russia fears, and it is American influence that can save many lives, if used as leverage to make Putin end the war. Today brings important decisions on sanctions. A new European sanctions package, the seventeenth, is already in place. This is a step in the right direction, and there should be as many sanctioning steps as necessary for Russia to become interested in peace and to feel the full price of its aggression and desire to prolong the war. We made it through the winter – a very difficult winter. When Ukraine was not alone, and we received the support we needed. This year, winter is once again an obvious priority for everyone. Ukraine strikes back with precise, targeted attacks, and unlike Russia, we know exactly what we aim to achieve. Peace, of course. We are not waging war for the sake of war, as Russia does. Even Hamas shows deal-making acumen, but not Putin. For now. Together with our partners, we are creating the conditions to compel Russia to peace. And it will happen. We support all global diplomatic efforts aimed at achieving peace in the Middle East, and we strongly expect that just pressure on Russia will bring peace to Ukraine and to our entire region as well. Ukraine strikes back with precise, targeted attacks, and unlike Russia, we know exactly what we aim to achieve. Peace, of course. We are not waging war for the sake of war, as Russia does. Even Hamas shows deal-making acumen, but not Putin. For now. Together with our partners, we are creating the conditions to compel Russia to peace. And it will happen. We support all global diplomatic efforts aimed at achieving peace in the Middle East, and we strongly expect that just pressure on Russia will bring peace to Ukraine and to our entire region as well. It is important that the leadership of the United States continue to be effective.

Today, Ukraine’s new Government, headed by Sergii Koretskyi, began its work. His strength lies specifically in his work at state-owned energy companies. He came to Ukrnafta and changed the company’s processes after oligarchic control. Thanks to Sergii, Ukrnafta began truly working for our state. Naftogaz made it through a difficult winter, and despite all the Russian strikes, Ukraine remained supplied with gas. It is essential to be fully prepared for the next winter. Of course, we are investing as much as possible in Ukraine’s long-range capabilities and in our mid-range strikes to make it as difficult as possible for Russia to expand its offensive against Ukraine and drag out this war. But whatever the scenario, Ukraine must be fully prepared to protect lives and its people and ensure that we make it through the winter. This is the main shared Ukrainian task for the new Government.
