The Ukrainian Foreign Ministry will gather ambassadors from countries that can help. Help not only our resilience, but also in fact themselves – if certain countries cut off the blatantly reprehensible schemes of supplying Russia with critical components for the production of missiles and drones, the Russian threat will become drastically smaller. Each Russian missile used by these beasts against our country contains components made by companies in other countries, not Russia. A Kh-101 missile has at least 53 such components. The attack targeted not only Ukrainians but even Norwegian diplomats working in Ukraine. We must always be absolutely honest about this kind of Russian terror—they would not be able to inflict such destruction, with such intensity, on their own, night after night. In October alone, over 2,000 Shaheds were launched against Ukraine—almost every single day. Such a massive number of Shaheds requires over 170,000 individual components that should have been blocked from reaching Russia. Most countries, all key leaders, have their attention fixed on what is happening there. And this is truly a good opportunity to achieve real peace in that region after so many victims. And this is a new low in Russian depravity – to intensify terrorist strikes at a moment like this, hitting the very lives of our people. Just last night alone, nearly 500 drones were launched in multiple waves, about 200 of them “shaheds,” also 32 missiles, mostly ballistic ones. Only one response can be given to this: more strength, more air defenses to protect our critical infrastructure, and increased pressure on Russia so that they are truly held accountable for everything they do. Our institutions are working on the synchronization of European and Ukrainian sanctions. We are also fully aligning the European sanctions package targeting the regime in Iran, which includes numerous individuals, companies, and entities not only involved in military production and external terror schemes against neighboring countries in the region, but also in internal repression within Iran itself. It is one of the most brutal regimes in the world. No surprise that Putin found common ground with it. Global sanctions against Russia must now be one of the top priorities. And every such wave of Russian strikes reminds us of two things: air defense – we need more systems, more coverage across our country – and also our long-range strikes on Russia. If Putin is off the deep end with this “shahed” obsession and terror, they must be left without logistics. All night long, rescue operations continued in the Kyiv region following a Shahed drone attack. Residential buildings were damaged in Brovary and Hlevakha. Tragically, three people lost their lives. My condolences to their families and loved ones. There are also wounded who are receiving the necessary medical care. The rescue operation finished only at 9 a.m. I thank all our State Emergency Service workers, medical personnel, police officers, and everyone involved in saving lives. I also extend my gratitude to every leader and every country exerting pressure on Russia to bring this unprovoked and terrorist war to an end. In particular, there must be accountability for every component supplied in violation of sanctions and used in the production of Shahed drones and missiles. Russia would not be able to wage this war at all if its accomplices were truly restricted from supporting this terror and frontline offensives.

Today, I signed a decree introducing a sanctions package against Russian and other individuals and entities supporting Russia’s military system. These include developers, manufacturers, and suppliers of drones for the occupiers, individuals assisting in importing critical components into Russia, as well as those training drone operators. In total, more than a hundred entities and individuals. We are actively working with our partners to synchronize these sanctions with their respective measures. It is crucial that all our partners continue to intensify sanctions pressure on Russia. Without foreign components and without schemes to bypass sanctions, Russia cannot sustain its terror campaign. Every “Shahed” drone and every Russian missile contains dozens of foreign components. That is why it is essential for our sanctions pressure to work hand in hand with the global effort.
