Today, I’m proud to introduce the Compassionate Intervention Act - a bold and life-saving step forward in helping those suffering from severe addiction. We can’t allow those in the spiral of addiction to end their lives on our streets because we are too politically correct to intervene. If addiction has caused someone to become a real threat to themselves or others, they need intervention and mandatory treatment. For far too long, people have been left to suffer in cycles of addiction, harming themselves and those around them. We are changing that. With more than 10,000 publicly funded treatment spaces, 11 recovery communities, and groundbreaking programs, Alberta has built a world-class recovery model based on the truth that recovery is possible.

Right now, state funding cannot be used for sober, recovery-focused housing. That limits our city’s ability to support people who are working hard to get—and stay—sober. Today, I stood with Assemblymember Matt Haney in support of AB 1556, a bill that will allow cities to use state resources to create and expand drug-free recovery housing—giving people the stability and support they need to rebuild their lives. Recovery is not one-size-fits-all, and our system shouldn’t be either. We’ve already seen the impact of this approach in San Francisco with projects like Hope House—a sober shelter that I visited recently—which has a 78% success rate of moving residents into long-term recovery options. To everyone struggling or working to stay in recovery, we are working every day to build a system that supports you. And we’re not going to stop. Thank you to Assemblymember Haney for your leadership and to the Bay Area Council and all of our partners.

Next up is getting ready for compassionate intervention, which says if addiction has made someone a danger to themselves or others, they may be given a treatment order for recovery. There is nothing compassionate about leaving families and communities helpless in dealing with those most overcome by addiction.

We need to connect people directly to treatment, stabilization, and long-term recovery instead of referring them to drug consumption sites. We are shutting down the Sheldon M. Chumir supervised consumption site in Calgary and reinvesting those funds into expanded addiction treatment, medical detox, recovery supports and 24-hour outreach teams that will help more people move from crisis toward recovery. Shutting down sites like this increases public safety, revitalizes local businesses, and gets those struggling with addiction into the programs they need.

I wanted to share an update on San Francisco’s budget and how we are working to get our fiscal house in order. When I took office, we inherited a significant structural deficit. That means the city was set up to spend more money than it brings in, year after year. Today, that gap is projected to reach $1 billion dollars over the next five years. Over the past year, we’ve taken steps to close this gap and bring long-term spending more in line with revenue. We also know that increasing sustainable revenue for our city is crucial to solving our budget problem. Since the day I became mayor, we’ve been taking steps to create the conditions for San Francisco’s economic recovery. Today, our streets are safer and cleaner, and people struggling on the streets are getting into treatment. We’re making it easier to open and operate a small business in our city. And that progress has led to results: Businesses of all sizes are coming back to San Francisco, people are shopping downtown again, and tax revenues are higher than projected. While we are making meaningful progress, we are not out of the woods. Our economic recovery is very fragile. And since last year’s budget, the city has faced new federal and state funding cuts. This means our budget gap would reach $1 billion in the coming years if we don’t act. The charter requires that, as mayor, I submit a balanced budget each June—we cannot spend more money than we bring in. And we must also address this long-term $1 billion dollar deficit. Because if we don’t act now, we will have to do twice as much in the coming years, with the choices becoming more expensive and more difficult. This year’s budget will include painful but necessary decisions. I know they will impact individuals and communities, and I take this seriously—which is why we must act now to avoid even deeper cuts later. This year's budget will continue the work we’ve been doing since last year to manage city funds responsibly and deliver the best possible services. And it will put our city on a path to a lasting economic recovery that benefits all San Franciscans.
