It was incredibly powerful to hear Kimmie Jensen share her story of recovery, after jails, institutions, addiction, and life in Vancouver’s Downtown Eastside. Kimmie’s story is inspirational. But it doesn’t have to be exceptional. Every day, people break free from the chains of addiction and suffering and rebuild their lives. We know recovery is possible. And we know that when we focus our resources on truly caring for people, helping them heal, providing real treatment, and creating pathways to recovery, lives can change. We need to connect people directly to treatment, stabilization, and long-term recovery instead of referring them to drug consumption sites. We are shutting down the Sheldon M. Chumir supervised consumption site in Calgary and reinvesting those funds into expanded addiction treatment, medical detox, recovery supports and 24-hour outreach teams that will help more people move from crisis toward recovery. Shutting down sites like this increases public safety, revitalizes local businesses, and gets those struggling with addiction into the programs they need.

Under Tina Kotek’s leadership homelessness has increased by 35% statewide. Her outdated philosophy of housing first has resulted in billions spent on ineffective programs that fail to get people off our streets and into recovery and long-term sobriety. My bill that will radically change California’s strategy on the treatment of opioid addiction by transforming California from a state with the most restrictive methadone laws in the country, into a state leading in methadone accessibility passed off the floor of the Assembly unanimously. The bill will ensure that people with opioid addiction are able to access this lifesaving treatment by removing outdated laws that were first crafted during the Vietnam war. Methadone is a highly effective medication that eases the debilitating symptoms of opioid withdrawal for people who have quit drugs like heroin and fentanyl. Unfortunately the state’s many bureaucratic barriers to methadone treatment have left medical professionals hobbled in their fight against the spreading fentanyl crisis. We’ve reached a point where the treatment for opioid addiction is much harder to get than the deadly drugs themselves. Dealers are much better at getting fentanyl and heroin into people’s hands than we are at getting them addiction medication. We have to reverse that entirely if we want to save people’s lives. Currently the state’s stringent regulations far surpass federal guidelines, and require patients to jump through numerous hurdles to access methadone including requiring patients to line up in front of specialized methadone clinics every morning to receive treatment. Drug dealers, aware that people with addiction gather together every morning, often prey on these vulnerable former users as they wait in line. In other countries like Canada, the United Kingdom, Australia, methadone is widely available in primary care settings. So anybody walking into their primary care doctor’s office is able to enroll into methadone treatment. When someone is on methadone, they are able to stabilize their lives, they are able to get jobs, they are able to reconnect their families, and that chaotic addiction cycle goes away.

For years, British Columbia expanded drug consumption sites while overdose deaths continued to soar. Now, evidence from across Canada demonstrates the dangerous consequences of this approach. Dr. Julian Somers shows us how in Canadian jurisdictions that have closed consumption sites while expanding recovery and treatment services, deaths have declined greatly. Hope House is a sober shelter, and in the first six months since opening, it has achieved an impressive 78% success rate in moving residents into supportive housing or other long-term recovery programs. Hope House ensures that people struggling with addiction aren’t surrounded by the same drugs and alcohol they are trying to leave behind. The program, led by the Salvation Army, centers on sobriety and recovery. As Supervisor Matt Dorsey said during our tour, many problems begin to solve themselves when drugs and alcohol are removed from the equation. We still have work to do on our streets, but we will keep doubling down on solutions that are working.

Here is a 70yo ex-addict, 42 years teetotal talking about the Safe Consumption Room and the impact on the adjacent Morrisons. You’ll be hard pressed to find anyone in Scotland with more experience in the field of addiction and extremely hard pressed to find someone who has helped more people out of addiction and into recovery. If people don’t want to listen to me that’s fine but listen to him, he’s forgotten more than people know about the scourge of addiction.
