Today I have discussed with the Minister of Defense our preparations for the upcoming Ramstein meeting, which is scheduled for Friday. Our top priority is air defense – above all, missile defense against ballistic threats. Ukraine needs at the very least ten systems that are sufficiently effective against Russian ballistic missiles, and this is where Patriots are second to none. We have repeatedly raised this issue with the American side and with everyone in Europe who is in a position to help. We are counting on decisions. Just today, there were several air raid alerts across the country due to ballistic missiles threat. In parts of Ukraine, people are virtually living under the constant threat of such attacks. Right now, the world lacks not the systems themselves – but only the political decisions needed to protect lives. The systems do exist. There are even enough Patriots in the world to guarantee protection from Russian terror once and for all. But this requires a political decision – a decision by our partners. The second priority at Ramstein is ensuring continued support throughout this year. Stability and predictability of aid are the things that disappoint the aggressor and actually incite toward diplomacy. We need to eliminate Putin’s temptation — his hope that support for Ukraine will vanish. It won’t. The support will continue. We need that signal, and we need a steady supply of defense assistance.

As always, a good and productive meeting with Prime Minister of Norway Jonas Gahr Støre. We discussed in detail our cooperation in the production and use of drones. Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. We feel your support and are sincerely grateful for it.

Today, I discussed with the Prime Minister the development of defense cooperation and ways to increase pressure on Russia. I presented the Ukrainian interceptor drone OCTOPUS, which the United Kingdom will produce for further testing in Ukraine. The agreement provides for the production of the first batch. Strengthening sanctions policy must push Russia toward real negotiations. Recent partner sanctions packages are very important. We also coordinated our positions ahead of the Coalition of the Willing meeting — security guarantees for Ukraine, the strengthening of air defense, long-range capabilities, and energy resilience are the priority issues for the meeting.

Today, the Federal Minister of Defense of Germany, Boris Pistorius, is visiting Ukraine for the fifth time. We had a detailed discussion on our cooperation. Agreements have been reached on additional investments in the defense industry – both in Ukraine and in Germany. This includes long-range capabilities – there should be more of them, and there will be. We also touched on the localization of air defense production in Ukraine and joint diplomatic efforts – everything related to strengthening our positions. I’m grateful that the Ramstein format is being maintained; it’s important to continue reinforcing it. Germany is undoubtedly one of the key leaders in providing assistance and protecting lives. We truly value every support package. This year alone, we already have €7 billion – and there may be more. Thank you!

We discussed defense support, particularly with air defense assets, training for our warriors, and the outcomes of the Ramstein meetings. We are ready to expand joint defense production. There is a decision by French companies to begin manufacturing drones in Ukraine — and this is highly valuable. We also addressed sanctions against Russia and Ukraine’s EU accession talks. We will have our bilateral talks with Keir and a meeting in the E3 plus Ukraine format: President of France Emmanuel Macron, Chancellor of Germany Friedrich Merz, and Prime Minister of the United Kingdom Keir Starmer. Today, Romania approved the decision to provide Ukraine with the Patriot system, and I express my sincere gratitude for this. We also expect that our partners will deliver the full package of air defense and other assistance to Ukraine – the very package agreed upon at the NATO summit in Washington this past July. Our Defense Minister has already held a series of meetings in France, the UK, and Germany. We are in constant communication with our American partners and highly value our cooperation with Italy. Today, during our meeting with Mark Carney, we discussed strengthening sanctions pressure on Russia. And it is important that such decisions are being made. We also discussed formats of defense cooperation, Canada’s participation in financing the production of Ukrainian drones under the Danish model, and cooperation in the energy sector. Importantly, Canada will continue to provide Ukraine with energy support and assistance in recovery. Our responses to Russia’s prolongation of the war and its attacks on our cities and communities are entirely justified. This time, Ukrainian long-range sanctions reached the Moscow region, and we are clearly telling the Russians: their state must end its war. Ukrainian drone and missile manufacturers continue their work. I am grateful to the Security Service of Ukraine and all the Defense Forces of Ukraine for their precision. Security is the top priority. Today, I spoke with the Deputy Prime Minister and Defense Minister of Luxembourg — primarily about our cooperation in Europe and the support we receive. We are grateful for support for Ukraine. We also discussed diplomacy and the need for a full ceasefire — unconditional and lasting for a sufficient period, at least 30 days. The strikes and killings must stop — and only then can a solution be sought through negotiations. We are ready for any format of dialogue. Russia must stop its attacks and end this war.
