Today, we are preparing to work with our partners throughout the week, particularly with our European allies who support us in a principled and effective manner. We have established a new format of cooperation—Ukraine plus the countries of Northern Europe. Within this framework, we are strengthening our collaboration in... defense, politics, and economics. At the core of this partnership is our shared values. We envision a Europe that we want to pass on to future generations—one that is undeniably safe, democratic, and capable of protecting the interests of Europeans. I am grateful to each country in this format: Finland, Sweden, Norway, Denmark, and Iceland. We expect support from all our partners for the Victory Plan. They all understand the importance of being resolute and the necessity of creating challenges for the aggressor, so that Russia loses the ability to disrupt global stability. We will discuss with our Nordic partners new principled steps that can intensify pressure on Russia over this war and for the sake of honest diplomacy. Therefore, next week, we anticipate more diplomatic news and new packages of support for Ukraine.show more

Today, we have a new support package for Ukraine, and the most important element of it is the Swedish Gripen fighter jets, which will strengthen our air force. A Berlin format meeting with partners. The main focus was on the situation in our energy sector and our reconstruction. Ukraine will prepare and send partners a list of needs to support our energy infrastructure and military capabilities. We are counting on their support. Attention was also given to security guarantees for Ukraine and all of Europe. We also discussed our diplomatic work and the importance of assistance to Ukraine. Support for the PURL initiative must continue, and the full potential of the SAFE instrument for joint weapons production with Ukraine must be realized. Ukrainians, along with all other Europeans, must feel secure in their future and assured that Russian aggression will never occur again. I thank our partners who understand this and help. We aligned our positions, coordinated next steps, and agreed on further contacts within the broader circle.

The G7, EU, and NATO summits are ahead. And it is very important that these negotiations result in concrete decisions. We expect meaningful meetings with our partners. We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. A Ukrainian military expert team will work in Lithuania to develop the necessary security capabilities, first and foremost to counter modern threats and strengthen the security of our countries and the entire region. We value Lithuania’s principled support and its readiness to strengthen defense and make it truly capable of responding to any Russian attacks. Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. We feel your support and are sincerely grateful for it.

The Defense Minister reported on communication within the Ramstein format, we’ve preserved this format, and I’m grateful to all partners for its effectiveness. Today, I also approved the main principles of the agreements between Ukraine and the U.S. on weapons. These are large-scale agreements – I’ve discussed them with President Trump, and we are counting on being able to implement them. This will undoubtedly strengthen both of our countries and, therefore, our allies and partners. We highly value America’s principled steps to pressure Russia for the sake of peace. It is precisely now that action is needed – action to force Russia toward peace. Moscow wants to keep fighting. But the whole issue comes down to potential, to resources for war, to money. That’s exactly why sanctions are useful. That’s exactly why pressure can work.

And Europe must work more closely with America and other global partners on energy resources, not with Russia. Today, my meeting with the President of Romania, Nicușor Dan, focused primarily on strengthening the energy and economic capacities of both our nations so that together we can do more for the national security of our states. We are working to expand cross-border energy cooperation – building two new power transmission lines with Romania. Equally important is our ability to pursue projects together in resource extraction on the Black Sea shelf. Today, we also discussed projects in the oil and gas sector that can support us now, including in light of the challenges related to the Middle East. We reviewed opportunities for transporting American LNG to Ukraine via Romania. We are also working to open new border crossing points – and this will be achieved already this summer. I thank Romania for its principled position throughout all these years of Russia’s full-scale war. Ukraine and Romania are natural strategic partners. The geography of our region, the security challenges we face, and the economic needs of our peoples all point to one conclusion: cooperation between us must only grow stronger.

I presented her with the Order of Merit, II class, for her significant personal contribution to strengthening our cooperation and supporting Ukraine’s sovereignty and territorial integrity. I am grateful for all the assistance to our people, for the visit, and especially for her trip to Chernihiv. It is extremely important for us when partners personally visit such places and support the reconstruction of our schools and kindergartens. We discussed defense support. Today, the Prime Minister of the Netherlands Rob Jetten, Mr. Schoof, is in Ukraine, and I am grateful for the consistent attention and support for Ukraine. We discussed many pressing issues. Among all the European nations that have already joined the European Union or see such a prospect for themselves, Ukraine is the one making the greatest sacrifices for Europe. We are not simply carrying out internal reforms, nor are we simply going through a transformation. We are fighting for our state, for our independence, and for our right to choose our own path and to be Europe. And this right of ours is at the same time the right of every nation in our region. We are fighting for our freedom and theirs, for Europe for ourselves and for them – for the Baltic states and for Poland, for Hungary and Slovakia, for Romania and Moldova, and for the peoples of the Caucasus. That is why the fate of Europe is being decided here – it is being decided in Ukraine, in this war, and in how this war ends – and whether Russia will still have the strength and the desire after this war to threaten the existence of Ukraine and its other neighbors, and the entirety of Europe. That is why we must end this war with dignity and with guaranteed security. And this is what we will discuss with our partners during the G7 Summit in France, and later at the European Council Summit and at the NATO Summit in Ankara.

My first meeting with the new Prime Minister of Latvia, Andris Kulbergs (AS) 🇺🇦🇱🇻, and an important result for our countries – we signed a Drone Deal. These are concrete things to strengthen our joint defense and co-production, and, importantly, this also means Ukraine’s expertise and experience helping to strengthen our partners. This is exactly the kind of systemic cooperation we are building with those who have consistently supported us throughout all the years of Russia’s war. Ukraine is interested in ensuring that every region of Europe has sufficient protection against Russian threats. I also informed the Prime Minister about Ukraine’s air defense needs. Separately, we discussed sanctions pressure on Russia, in particular strengthening sanctions against Russia’s shadow fleet. I am grateful that we have such excellent relations between our nations. And we thank Latvia for all the support it has provided to Ukraine throughout this war.

I met with Masud Gharahkhani, President of the Storting, and the leaders of political parties represented in the Norwegian Parliament. We deeply appreciate that all parties are united in their support for Ukraine. We discussed the consolidation of international support at the parliamentary level and the areas of our future cooperation. I informed the MPs on the diplomatic efforts to achieve peace, the vision for a future security architecture of Ukraine and Europe, and humanitarian efforts to bring our children home. I am grateful to the people of Norway for their assistance to Ukraine and to the Storting for its decision to allocate nearly $8 billion this year. This is truly a significant contribution to strengthening our nation.
