Ukraine will prepare and send partners a list of needs to support our energy infrastructure and military capabilities. We are counting on their support. Attention was also given to security guarantees for Ukraine and all of Europe. We also discussed our diplomatic work and the importance of assistance to Ukraine. Support for the PURL initiative must continue, and the full potential of the SAFE instrument for joint weapons production with Ukraine must be realized. Ukrainians, along with all other Europeans, must feel secure in their future and assured that Russian aggression will never occur again. I thank our partners who understand this and help. We aligned our positions, coordinated next steps, and agreed on further contacts within the broader circle.

I met with Édouard Philippe, Mayor of the French city of Le Havre and leader of the Horizons political party. I am grateful for his support for our people, and this visit in particular is an important demonstration of solidarity with Ukraine, especially after Russia’s recent massive attacks against our country. We discussed Ukraine’s movement toward membership in the European Union. We value France’s consistent support on this matter. We expect all negotiating clusters to be opened in the very near future. Special attention was paid to energy assistance and defense cooperation. Our priority is to strengthen Ukraine’s air defense and develop our own European anti-ballistic capabilities. I thank France for its support and constant attention to Ukraine’s security situation and European future.

And today, one of the key topics of our negotiations was strengthening Ukraine’s defense capabilities. We consider the JAS 39 Gripen aircraft to be one of the most effective elements of this effort and count on the first deliveries of Gripens already in 2026. We also discussed the situation with air defense and the implementation of the PURL initiative. This day is already part of Ukrainian history. We have reached a security agreement with the UK that we have long worked on. This is the first such agreement based on the G7 Vilnius Declaration. The agreement covers many aspects. Direct annual support. Fixed financial assistance. 2.5 billion pounds this year. Significant annual support throughout the agreement's 10-year term. Weapons. Support for our defense sector. The work of our intelligence services. Sanctions against Russia. Cyber defense against Russian cyber attacks and everything involving modern technology. This is a genuinely serious and modern agreement. There are well-known exemplary security agreements from the twentieth century, such as the one between the United States and Israel, as well as other similar agreements. We have now created a modern-day example that boosts our confidence while we defend ourselves against Russian aggression and lays the groundwork for strong security positions until Ukraine joins NATO. NATO membership remains our primary security goal. Meanwhile, we are working with other partners on bilateral security agreements based on our agreement with the UK. Almost thirty states have already joined the G7 Vilnius Declaration. I am grateful to every country and every leader who is already working with us on this. And to everyone who will be joining this year. And I am most grateful to the United Kingdom and personally to Prime Minister Rishi Sunak for their leadership.

Norway is providing us with significant energy support – in many ways, it is thanks to our cooperation with Norway that we have been able to get through this winter and the previous ones, each of which Russia tries to turn into a weapon against our people, against life in Ukraine in general. Today we spoke about continuing our joint work – and we will work toward a strategic partnership; in fact, we have already reached this level. Thank you that Norway is ready to continue helping us with energy – and not only helping, but also working more on joint ideas and joint projects. Today we discussed some of these energy prospects – and this is what will strengthen us. The energy ministers of our states will speak later today, and a corresponding agreement on energy cooperation will follow. Norway is one of the strongest defenders of life. Thank you for this to every Norwegian, and personally to Jonas.

Last night, Patriots performed well, successfully intercepting Russian ballistic missiles. Yet we still need considerably more forces, systems, and compatible missiles to protect lives. This week, the Nordic countries – Denmark, Finland, Iceland, Norway – along with our Baltic friends, decided to commit an additional $500 million to the PURL initiative, which will be a substantial help. We are also working on deliveries of other advanced air defense systems and strengthening our aviation – a major deal with France is in preparation and will be finalized soon – a historic agreement. We are setting up a deal with Greece as well – on energy to maximize options for gas supplies to Ukraine, both for this winter and strategically for the long term. Agreements with various European countries, from Norway to Greece, will ensure our state's gas supply guarantees. I thank all partners who are helping.

Throughout these days, I have been in constant communication with our military, receiving daily reports from the Commander-in-Chief and continuous updates from the Defense Minister and intelligence services about the situation on the frontlines, particularly in the Donetsk and Kharkiv regions, as well as our warriors’ needs and other essential details. Today's meetings at the G7 Summit focused on accelerating the delivery of pledged packages to Ukraine. The key outcome is that there will be more air defense for our cities. “Patriots” is already becoming a Ukrainian word. Peace through strength is possible, and we firmly believe in this. The key is not to slow down and to keep the pressure on Russia—the sole actor responsible for this war, the one that wants it and is prolonging the aggression and occupation. Energy resources, particularly oil, remain one of the most critical factors for peace and real security. And Europe must work more closely with America and other global partners on energy resources, not with Russia. We are preparing our diplomacy and international communications to ensure strong positions not only for Ukraine but for our entire Europe. I thank everyone who is helping us.

Russia must keep losing, and this is actually a peacemaking tactic. We are preparing agreements with several European countries, including those aimed at bolstering our air defense and energy sector. We will finalize the strategy by March 1 and approve it afterward. This is to ensure that the European Commission, European countries, the United States, global businesses, and Ukrainian companies with the necessary capacity can all join in and work together with us — alongside our people — to strengthen resilience and expand our capabilities ahead of next winter. We value this visit on such a meaningful day, when we remember the Chornobyl disaster and the colossal solidarity and selflessness of our people, which made it possible to protect our country and our entire region, all of Europe and the world from an even greater radiation catastrophe. Today, Maia and I focused primarily on issues of security, our cross-border cooperation, the protection and development of infrastructure and energy, and we also had a very substantive discussion on our shared path toward the European Union. We are now working to ensure that all six clusters are opened as soon as possible and that EU membership becomes our shared success – for Ukraine, Moldova, and the entire European Union. Ukraine will continue to support Moldova on security issues – in particular with regard to the Transnistrian region. We are also ready to further develop our trilateral formats together with Romania. I personally thank Maia and all of Moldova for supporting Ukraine and for cooperation that strengthens our entire region.

Since yesterday’s evening, there have been attacks on our communities – strikes on the Dnipro, Zaporizhzhia, Kharkiv, Chernihiv, and Odesa regions. Unfortunately, there are killed and wounded. My condolences to everyone who has lost loved ones as a result of these attacks. Nearly 1,500 attack drones, 1,170 guided aerial bombs, and more than 70 missiles of different types were used by the Russians to attack life in Ukraine just this week alone. There were hits on ordinary residential buildings and civilian infrastructure, as well as numerous terrorist attacks targeting the energy sector. I am grateful to everyone who helps after these strikes – our first responders, who are always quick to arrive on site, our energy workers, medics, and all emergency services. It is clear that Moscow aims to inflict harm primarily on our people. That is why we are actively working to ensure reliable support for our energy sector this winter. We already have concrete agreements with our partners. Through contributions to the Ukraine Energy Support Fund or by providing the necessary equipment, the United States, Norway, Germany, the Netherlands, Canada, the United Kingdom, Italy, Japan, Lithuania, Denmark, Sweden, Estonia, Spain, and the European Commission are already supporting us. We are grateful to everyone standing with Ukraine!

There are several European countries with a strong tradition of naval development – the United Kingdom, Norway, and the Netherlands. These are key countries that have helped us with certain technologies. Building Ukraine’s fleet of naval drones has also been possible thanks to our partners. This week, our state signed two important security and long-term support agreements with partner countries. Germany. France. Very ambitious security agreements. I thank Chancellor Scholz and President Macron, as well as everyone on our teams, for preparing the agreements and putting exactly what we needed on paper. This week, our state signed two important security and long-term support agreements with partner countries. Germany. France. Very ambitious security agreements. I thank Chancellor Scholz and President Macron, as well as everyone on our teams, for preparing the agreements and putting exactly what we needed on paper. Tomorrow is an important day. We are anticipating a historic conclusion from the European Union—a report on Ukraine's implementation of the European Commission's recommendations. And we are already planning our next steps following this report. Our legislative efforts and the strengthening of state institutions. Ukraine has already come a long way toward stronger ties with the European Union. We are fully aware that EU membership relies on a political decision shared by all EU members that want to see a new state join, but it also relies on the candidate state itself and its work to approximate and adapt EU standards and community norms. Ukraine will join the EU. And we will achieve this, in particular, as a result of our state's internal transformation that is completely consistent with the interests of our people. The EU represents economic security and social stability for Ukraine, and Ukraine represents the strengthening of the entire EU community. And it is critical that the Ukrainian parliament continues to support the legislative efforts required for our European integration.

We are currently preparing for meetings with the U.S. side and our European friends in the coming days. Berlin will host many events. There will be a briefing from Secretary Umerov and our negotiating team on their contacts that have already taken place. General Hnatov and representatives of Ukraine’s defense and security sector will be working on the details of security guarantees for Ukraine, for Ukrainians. At the same time, Ukrainian government officials continue discussions with the United States and Europe on the real recovery and real development of Ukraine after the war. Most importantly, I will be meeting with envoys of President Trump, and there will also be meetings with our European partners, with many leaders, concerning the foundation of peace – a political agreement to end the war. The chance is considerable at this moment, and it matters for our every city, for our every Ukrainian community. We are working to ensure that peace for Ukraine is dignified, and to secure a guarantee – a guarantee, above all, that Russia will not return to Ukraine for a third invasion. I thank all partners who are helping us – helping Ukraine. And over these days in Berlin, we will work as actively and constructively as possible with everyone who can genuinely bring the agreement to normal terms.

As always, a good and productive meeting with Prime Minister of Norway Jonas Gahr Støre. We discussed in detail our cooperation in the production and use of drones. Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. We feel your support and are sincerely grateful for it.
