🇪🇺 Today, we hold another Foreign Affairs Council in Brussels, once again dominated by the management of several crises at once. Let me start with the one we still talk about too little: the climate. Extreme weather has become our reality, and the wildfires now raging through Spain and... southern France have already cost lives, Belgians most probably among them. Before anything else, my thoughts are with their families and with all those who are grieving. On Ukraine, our message remains firm: the pressure on Russia has to stay high. These sanctions are having a real impact, which is why I regret that we could not yet gather the conditions to adopt a 21st package. Keeping up the pressure also means reminding Russia of its obligations under international law, starting with the dignity of prisoners of war, which is at the heart of our discussion this morning. On the Middle East, staying in close and regular contact with our Gulf partners matters more than ever, and we had an important exchange with them. On Gaza, the humanitarian tragedy continues, and Belgium has been asking for months for concrete options Europe can act on. The Commission has now taken a first step, but it remains well short of what is needed for Europe to be a credible player on this conflict again. We want real proposals that member states can vote on, and soon. Finally, at Belgium's initiative, together with Germany, Ireland and the Netherlands, we bring Sudan back into focus. It is one of the gravest humanitarian crises in the world today, and it draws far too little attention. Among all the European nations that have already joined the European Union or see such a prospect for themselves, Ukraine is the one making the greatest sacrifices for Europe. We are not simply carrying out internal reforms, nor are we simply going through a transformation. We are fighting for our state, for our independence, and for our right to choose our own path and to be Europe. And this right of ours is at the same time the right of every nation in our region. We are fighting for our freedom and theirs, for Europe for ourselves and for them – for the Baltic states and for Poland, for Hungary and Slovakia, for Romania and Moldova, and for the peoples of the Caucasus. That is why the fate of Europe is being decided here – it is being decided in Ukraine, in this war, and in how this war ends – and whether Russia will still have the strength and the desire after this war to threaten the existence of Ukraine and its other neighbors, and the entirety of Europe. That is why we must end this war with dignity and with guaranteed security. And this is what we will discuss with our partners during the G7 Summit in France, and later at the European Council Summit and at the NATO Summit in Ankara.

No orders to stop have been given to the Russian army. We are speaking with our partners to ensure real steps are taken. We are in constant communication with the American side, and our partners, for their part, are also engaging with the United States. All are united in the understanding that there is a chance to achieve at least a ceasefire, and that everything depends on the right pressure on Russia.

Together with advisors from the United Kingdom, France, Germany, and Italy, we are implementing the agreements of the Coalition of the Willing reached in Paris. This is a demonstration of solidarity with Ukraine — especially now, as Russia blocks any real negotiations and shows no desire for peace. We are working jointly on security guarantees for Ukraine, covering military, financial, and political support. This is a continuous process — we remain in constant contact. Yet it is the physical visit to Ukraine that allows our partners to see the real situation with their own eyes. Russia will not stop on its own. It is waging war against the entire free world. It can only be stopped by collective strength and guarantees with real substance. Only together can we achieve a lasting and just peace.

Our mainstream culture is conflict-avoidant. There is the assumption that the less conflict there is in a relationship, the better it is. I disagree. If there is real intimacy, conflict is actually unavoidable. Because we are all different. The real indicator of health in a relationship isn’t the lack of conflict, it is the quality of our repair. It is the level of authenticity we can bring. That requires knowing how to be with conflict and disagreement, how to hold nuance. And it also requires practicing the art of repairing. Are we willing to show up and repair what we broke? Do we have the skills and capacity required for that? Avoiding conflict means avoiding truth and therefore avoiding real intimacy. This work is essential and transcends the personal. If we aren't capable of dealing with conflict in our own personal lives, it is no wonder that the world is in the state it is, where the most prevalent conflict management strategy is escalation.

I held a meeting with our foreign affairs team. We are planning our international agenda for February. The key priorities are partner unity, which is the foundation of everything, and coordination on the European direction. Everyone on the continent should remember: if global issues are resolved without Europe, it will leave Europe with decisions that most Europeans are certain not to like. This applies, in particular, to matters of war and peace—the war that Russia started and the peace we must force Russia to accept—together. We need to do more together, both for defense and for economic growth.

In fact, we are in contact almost daily with everyone who can make diplomacy meaningful. As of now, there is no clear information about what exactly the Russians plan to bring to Istanbul. We don’t have it, Türkiye doesn’t have it, and neither do the United States or other partners. And at this point, it looks far from serious. We discussed this yesterday with President Erdoğan. Of course, everyone in the world wants diplomacy to work and for an actual ceasefire to take place. Everyone wants Russia to stop playing games with diplomacy and end the war. Everyone wants a serious peace – and Russia must agree to that. That should be the agenda of the meetings. We have already presented our agenda. And we hope the American side will be decisive on the issue of sanctions – to help bring peace closer.

Today, we have another new signature under the Peace Summit communiqué – Botswana has joined – and this is important as a signal to everyone in the world that we are expanding, no matter how difficult it may be, the circle of our partners – and thus the partners of peace for Ukraine and everyone in the world who respects international law. Additionally, these days negotiations are ongoing with participants of our working groups regarding the points of the Peace Formula – negotiations about how and when we will fill the implementation of the points of the Peace Formula with the necessary substance. Our unwavering goal is to prepare a real foundation for a just end to this war already this year. And it is possible.

We must bring everyone home – both military and civilian – no matter how difficult it may be. Pressure on Russia can truly work – in a way that makes them feel the consequences of prolonging the war. I also held a meeting today on our sanctions policy. Three sanctions packages have been prepared, and the first one has already been enacted today. Sanctions have been imposed on the captains of Russia’s shadow fleet, and we will synchronize sanctions with partners to ensure the pressure is effective across most jurisdictions. I have approved the synchronization of our partners’ sanctions in our jurisdiction for next week – all necessary decisions by partners must be mirrored by Ukrainian sanctions.
