Bengaluru Development Minister Krishna Byre Gowda on Thursday announced a special grant of Rs 2,000 crore for upgrading damaged ward roads across five city corporations under Greater Bengaluru Authority (GBA). Officials have been directed to identify poor roads, prepare estimates, float short-term tenders and begin work immediately, with a target to complete projects within four to six months. The minister also reviewed Bengaluru’s garbage crisis, directing officials to strictly enforce door-to-door waste collection, mandatory wet-dry waste segregation, GPS tracking of garbage vehicles, and stronger action against littering. A special drive will clear roadside garbage, debris and weeds. The take away from Budget 2025-26 is that the BJP is wooing the tax paying middle class and the Bihar electorate. These announcements will be welcomed by the 3.2 crore tax paying middle class and the 7.65 crore voters of Bihar. For the rest of India, the Hon’ble Finance Minister had no more than soothing words, punctuated by the applause of BJP members led by the Hon’ble Prime Minister. Let me first look at the financial performance in the current year, 2024-25. • Revised revenue receipts are lower by Rs 41,240 crore. Revised net tax receipts are lower by Rs 26,439 crore. • On the expenditure side, total expenditure has been cut by Rs 1,04,025 crore and capital expenditure has been cut by Rs 92,682 crore. Of this cut, the sectors that have suffered and the amounts cut are: Health: ₹1,255 crore Education: ₹11,584 crore Social Welfare: ₹10,019 crore Agriculture: ₹10,992 crore Rural Development: ₹75,133 crore Urban Development: ₹18,907 crore Development of NE: ₹1,894 crore : Rajya Sabha MP and Former Finance Minister Shri P. Even by an accountant’s standards, it was a poor account of the management of the finances in 2025-26. Revenue receipts were short by Rs 78,086 crore, total expenditure was short by Rs 1,00,503 crore. Revenue expenditure was short by Rs 75,168 crore and capital expenditure was cut by Rs 1,44,376 crore (Centre Rs 25,335 crore and States Rs 1,19,041 crore). Not a word was said to explain this miserable performance. Actually, the Centre’s capital expenditure has fallen from 3.2 per cent of GDP in 2024-25 to 3.1 per cent in 2025-26. In revenue expenditure, the cuts have fallen in heads that concern the common people. Examples: ⦁ Rural Development: Rs 53,067 crore ⦁ Urban Development: Rs 39,573 crore ⦁ Social Welfare: Rs 9,999 crore ⦁ Agriculture: Rs 6,985 crore ⦁ Education: Rs 6,701 crore ⦁ Health: Rs 3,686 crore Funds have been cut in crucial sectors and programmes. Expenditure on the much-vaunted Jal Jeevan Mission was cruelly cut from Rs 67,000 crore to a paltry Rs 17,000 crore. (In 2026-27, it has been boosted to Rs 67,670 crore, but what credibility does the number have?) After the months-long exercise, the revised estimate of the fiscal deficit has adhered to the budget estimate of 4.4 per cent, and the projection for 2026-27 is that the fiscal deficit will fall by a meagre 0.1 per cent of GDP. The revenue deficit will remain at 1.5 per cent. It is certainly not a bold exercise in fiscal prudence and consolidation. The most serious criticism of the Budget speech is that the Finance Minister is not tired of adding to the number of schemes, programmes, missions, institutes, initiatives, funds, committees, hubs, etc. I counted at least 24. It is disheartening to see the ongoing state of dereliction of Golfhill Primary School in Dennistoun. Despite planning permission being granted in 2024 for the development of 18 much needed flats, there has been no evident progress on this conversion. I will continue to push Spectrum Properties to restore this iconic building and bring it back into use for the benefit of the community.
