But sanctions should go beyond just the tankers and companies involved—they must also target the captains of these vessels and all individuals connected to them. Ukraine has already taken such measures, and we are working to expand them across our partners’ jurisdictions. This is not going to happen and violates the Geneva Convention. Today I held a detailed meeting on sanctions and increasing pressure on Russia, specifically targeting the shadow tanker fleet. We have a series of measures in place and will be intensifying our work with partners. I also signed several decrees, including one that imposes sanctions on Russian companies and individuals who work in the interests of the aggressor state and help it evade accountability for the war. Ukraine will coordinate these sanctions with our partners—especially those targeting Russia’s aviation infrastructure.

Ukraine imposed two new sanctions packages today on over 300 Russian entities and 150 individuals directly involved in or assisting the aggression. Every name on the list is directly responsible for the ongoing terror. Ukrainian sanctions supplement international sanctions mechanisms. We are working to ensure that the sanctions imposed by our partners are extended to those who have already been sanctioned by Ukraine. We will continue to work on this issue, and more steps will be taken.

Ballistic missiles are Russia’s last remaining argument in this war, and we must find sufficient countermeasures. I thank our partners and Mark Rutte that the PURL initiative exists and is functioning – contributions were made this May. There will be contributions in June as well. Today, we discussed how we can accelerate and expand deliveries under this key program. I also thank all our partners who are already working with us on joint production and helping with funding so that weapons production in Ukraine can continue to grow. We discussed with the NATO Secretary General several other things that could provide Ukraine with stronger long-term financial security guarantees. We will keep working on this at both the G7 Summit and the NATO Summit in Ankara. Sanctions against Russia. Our long-range capabilities. Financing for Ukraine. Our political cooperation. And our partners’ determination to help Ukraine precisely when help is needed – all of this sends signals to Russia that this war will bring it no results. All of this is also an incentive for Russia to turn to diplomacy. And we very much hope that over the summer and autumn we will be able to bring a real peace closer – a fair and dignified peace. Our institutions are working on the synchronization of European and Ukrainian sanctions. We are also fully aligning the European sanctions package targeting the regime in Iran, which includes numerous individuals, companies, and entities not only involved in military production and external terror schemes against neighboring countries in the region, but also in internal repression within Iran itself. It is one of the most brutal regimes in the world. No surprise that Putin found common ground with it. Global sanctions against Russia must now be one of the top priorities. They are a real tool for limiting Russia’s strategic capabilities and potential, and they must increasingly and painfully restrict Russia’s ability to continue its war against our independence. I thank everyone who is helping.

The United States has imposed new sanctions on Russia’s oil sector, targeting the shadow tanker fleet and companies like Surgutneftegaz, which serves as Putin’s personal wallet. I’m also thankful for the sanctions against officials of Rosatom. This is crucial to pressure Russia’s nuclear industry for holding our Zaporizhzhia Nuclear Power Plant hostage. The United Kingdom is taking new steps to limit Moscow’s revenue from energy resources. Japan has also introduced a sanctions package targeting Russia’s weapons production, restricting the supply of components and cutting off key schemes that support their arms manufacturing. During my recent visit to Italy, sanctions were also a key topic of discussion. Italy firmly supports maintaining pressure on Russia, and I am grateful for their help in blocking Russian sanctions evasion schemes and working with the EU to sustain all measures aimed at forcing Russia to peace.

These are concrete things to strengthen our joint defense and co-production, and, importantly, this also means Ukraine’s expertise and experience helping to strengthen our partners. This is exactly the kind of systemic cooperation we are building with those who have consistently supported us throughout all the years of Russia’s war. Ukraine is interested in ensuring that every region of Europe has sufficient protection against Russian threats. I also informed the Prime Minister about Ukraine’s air defense needs. Separately, we discussed sanctions pressure on Russia, in particular strengthening sanctions against Russia’s shadow fleet. I am grateful that we have such excellent relations between our nations. And we thank Latvia for all the support it has provided to Ukraine throughout this war.

Today, during our meeting with Mark Carney, we discussed strengthening sanctions pressure on Russia. And it is important that such decisions are being made. We also discussed formats of defense cooperation, Canada’s participation in financing the production of Ukrainian drones under the Danish model, and cooperation in the energy sector. Importantly, Canada will continue to provide Ukraine with energy support and assistance in recovery. I thank Mark for his strong position during the G7–Ukraine meeting and for all the support for our people. We truly have strong allies and the Prime Minister’s significant personal engagement in supporting Ukraine. And this is highly valuable.

Last night, our drones covered a distance of about 1,000 kilometers to the St. Petersburg region – to the enemy navy’s arsenals and a base in Kronstadt. Our long-range sanctions also reached about 500 kilometers into the Krasnodar region – and hit an oil depot. These are important results of the joint efforts by warriors from the Armed Forces of Ukraine, the Security Service of Ukraine, and the Defense Intelligence of Ukraine. Russia must end its war and stop its attacks on life. Any manifestation of injustice against Ukraine will receive a just response. I thank our warriors for their precision.

"The threat from Russia against all of us is real and it is serious," - Prime Minister of Denmark Mette Frederiksen. "Putin is talking about peace during the day and bombing at night. We see a more aggressive Russia approach in the Baltic Sea region. It is assessed by the Danish Defense Intelligence Service that Russia sees itself in conflict with the West and is preparing for war against NATO. It is therefore crucial that we take bold and necessary decisions at the NATO Summit in The Hague in only three weeks from now. We need to invest massively in our collective security, all of us," Prime Minister Mette Frederiksen said during a summit in Vilnius. She also called for continued support for Ukraine and for stronger sanctions against Russia. "We need to continue our strong and steadfast support for Ukraine's brave fight for freedom. We have to donate what is needed on the battlefield. We have to provide more financing for arms production directly going into Ukraine. We already have a mechanism that works. We have to implement stronger sanctions against Russia. It goes for the shadow fleet. Recently, we listed almost 200 additional vessels from the Russian shadow fleet. But more have to come against the shadow fleet, against Russian banks, financial sector. We have to end any remaining dependency on Russian energy, including oil, gas and nuclear energy. And to add one more thing – lower the oil cap," she said.

We are working to establish all the facts regarding the involvement of these and other Chinese citizens being part of the Russian occupation army. Ukrainian intelligence is also working on this matter. As of now, we have precise data on over 150 Chinese citizens who were involved in the war against Ukraine by Russia. We know that the actual number is higher. Ukraine believes that such blatant involvement of Chinese citizens in hostilities on the territory of Ukraine during the war of aggression is a deliberate step towards the expansion of the war, and is yet another indication that Moscow simply needs to drag out the fighting. Russia doesn't care who dies in this insane war, they only need the war to continue. We all need—all partners, all fair-minded participants in international relations—to deprive Russia of the ability to continue the war, including through the use of people like these.

Over that same week, due to the easing of sanctions, Russia increased its crude oil sales to finance its war. Revenues give Russia a sense of impunity and the ability to continue the war. That is why pressure must continue and sanctions must work. Russia’s shadow fleet must not feel safe in European waters or anywhere else. Tankers that serve the war budget can and must be stopped and blocked, not just let go. I thank every leader who makes such decisions. This is what brings a dignified peace closer.

Europe must act far more decisively to counter Russia’s tanker fleet. During these weeks, while the UN General Assembly was taking place, Russia literally used every day, every hour to strike Ukraine. Treacherous strikes. And this is what defines Russia – what they do, not what they say or send out as signals around the world. They have spurned all genuine peace proposals and deserve truly tough pressure. This week we expect decisions from Europe on such pressure – at the very least, a new sanctions package, the 19th. It is especially important that sanctions hit painfully at Russia’s energy trade and the entire infrastructure of its tanker fleet. Moreover, intelligence now indicates that the Russians are using tankers to launch and operate drones against European countries. This is yet more evidence why the Baltic Sea and other seas must be closed to Russian tankers – at the very least to the shadow fleet. We also count on strong steps from the United States. We discussed with President Trump what could truly push Russia to change its position and stop the war. The world has tools that can work in a genuinely peace-making way.

And this is what defines Russia – what they do, not what they say or send out as signals around the world. They have spurned all genuine peace proposals and deserve truly tough pressure. This week we expect decisions from Europe on such pressure – at the very least, a new sanctions package, the 19th. It is especially important that sanctions hit painfully at Russia’s energy trade and the entire infrastructure of its tanker fleet. Moreover, intelligence now indicates that the Russians are using tankers to launch and operate drones against European countries. This is yet more evidence why the Baltic Sea and other seas must be closed to Russian tankers – at the very least to the shadow fleet. We also count on strong steps from the United States. We discussed with President Trump what could truly push Russia to change its position and stop the war. The world has tools that can work in a genuinely peace-making way.
