Announce that every illegal immigrant in Britain, every illegal arrival in airports and sea portsb and every visa application will be detained and transferred to a secure processing centre in Libya under a British military mandate. Claims are heard there, and the only outcomes are a safe return home or regional resettlement in a new Soviet concrete tower block, never a British flat in Birmingham or London. Once it is clear that every boat ends back on the North African shore, the smugglers' business model dies, and the numbers collapse.
