The SUV is at fault. The Cyclist had the right of way. Period. However, the Cyclist could ride more defensively... Don't cross a vehicle at an intersection without making eye contact with the driver. Slow don't if you don't have eye contact. Common sense.

I’ve rewatched and can’t spot a stop sign, but regardless since the bike was going straight and the car turning, the car should’ve yielded or stopped and looked for oncoming traffic before turning.
