Who's in the wrong? The guy that wouldn't put the phone down... Simple as that.

The guy holding the phone. When a cop tells you do something, you do it. No time for sea lawyering. Unless you have a death wish. I'll give a typical NPC comment - that video has no context, so we dont know anything about what led to the situation.
I lost count at fifteen times he disobeyed their orders. Incredible restraint on the part of the cops to be as gentle as they were.
Really think the cops were out of line. There has to be a way to deescalate this.
The dude with the phone obviously did something to warrant this situation.
