What do you recommend for creating the PLY file? I've been looking into this for the past few days and can't decide on a software to use

Yes, I think the Dolly camera system makes shooting easier, especially when taking selfies.

Do you think it could have a second step where it takes photos from above or below?

Yes, you can improve quality by changing the angle or increasing the number of shots. I do offer those options, but here I've prioritized ease of use.

The first thing this makes me think of; using this technology with a projector to project what you're doing or looking at in VR into a room in realtime. Imagine concerts, or DJ sets. Movies, there's a lot of possibilities with this!

I dont understand the goal.. its already a 3D environment, why not just extract the geometry with a dedicated app ?

This is the kind of VRChat tool that could make worlds feel less throwaway. What breaks first once people actually load it: cleanup, file size, or performance?

Probably performance—once you've got a lot of them rendered at once. And from the creator's side, I think the more you push for quality, the harder cleanup gets.
