Deputy Prime Minister and Foreign Minister Senator Mohammad Ishaq Dar Ishaq Dar Dar50 chaired the 6th meeting of the High-Level Committee for the 9th OIC Ministerial Conference on Women, which will be hosted by Pakistan from 12โ€“13 July 2026. The meeting reviewed the final phase of preparations, including the draft programme, conference agenda, protocol, security and logistical arrangements, media and communication strategy, inter-ministerial coordination, and other organizational matters. I had the incredible honour of serving as the Master of Ceremonies at the inaugural global conference on Artificial Intelligence in Political Campaigns, held in Cape Town, South Africa this past week. With 130 delegates from almost 30 countries, I understand this event achieved two significant milestones: hosting the world's first political campaign expo and the first conference focused on AI in Political Campaigns. The conference explored pressing topics such as: - the role of AI in shaping modern political campaigns, - AI and big data in political campaigns, - navigating truth and deception in political communication in the AI era, - and the regulation of AI in political campaigns. These discussions shed light on Africa's readiness for this technological advancement and the unique challenges it presents, ensuring our continent's active participation in shaping the future of AI. It was particularly encouraging to see more than 20 African countries represented, including representatives of electoral management bodies and members of ruling and opposition parties all in one room. The theme of the conference was "Transforming Political Campaigns: How AI and Big Data Amplify Voter Engagement and Shape Political Campaigns in Africa". Supported by International IDEA, Afrobarometer, 22 @ Sloan, and Shikamo Political Advisory and Campaigns Services, the event brought together global experts in political campaigns, researchers and academics, policymakers, and tech giants to explore the potential of AI. The conference provided valuable insights into pressing issues and raised important questions regarding the regulation of a technology that is still developing; Africa's readiness to embrace AI; the impact of deepfake videos during elections especially in Africa; and the prioritisation of legislative efforts over adaptation to the African context - some attendees asked why people were more concerned with legislating the use of AI as opposed to adapting it to the African context and making it fit for purpose on the continent. With more than 60 elections taking place worldwide in 2024, including 24 in Africa, it promises to be an interesting year for electoral processes. The ฤฐPE initiative will continue, and we look forward to the next follow-up expo. So donโ€™t miss IPE25 on the 23 & 24th January in Cape Town next year.

Processes for which there are standards for holding public officials to account for their words, actions, and conduct. These type of statements โ€“ that I used social media to โ€œenhance my media presence and stature in the communityโ€ by IC David Boghosian is patently untrue. The norms and conventions of social media are being willfully discounted by these statements. How I acted fits with those norms and conventions on Twitter and has no relevancy to this report whatsoever. What I did was lawful. If I violated any rule unbeknownst to me, it has not been said or pointed out. The focus must be squarely on the councillorโ€™s conduct and not the impugned resident and constituent โ€“ in this case, myself. Social media is a valid medium through which residents and constituents express themselves โ€“ it is not wrong, illegal, defamatory, exploitative, or criminal to draw attention to othersโ€™ misconduct on social media. This includes but is not limited to: city councillors, HWDSB school board trustees, police officers, social (service) workers, and regulated health professionals to name a few categories. As a Mohawk College News nursing student, I will be held to the standard of the @CollegeofNurses, and thus would be held to account by the public if I insulted a patient, for example, or wrote something defamatory (i.e. untrue) on social media about someone else. Statements like these need to be assessed critically through a human rights lens as per the Canadian Charter of Rights and Freedoms Charter. Hamilton city council accepting the report in its entirety could have a silencing effectยน and deter or censor residents and constituents (E. Noelle-Neumann, 1991) from being willing to express their statements, beliefs, and expressionsยฒ (Noelle-Neumann, E. 1991) if they experience or observe a lack of decorum or other unbecoming words, actions, or conduct from a public official. The Integrity Commissioner would not have even been able to make these statements had it been made by a third party. Those statements are not relevant or pertinent to the purview of the IC. We also need to understand the context: a Hamilton Police officer was also nominated the same night as myself, didnโ€™t win one of the five @YWCA_Hamilton Women of Distinction awards, and then punitively withdrew their future fundraising proceeds from the YWCA Medora Uppal. When interviewed, the group of police who happen to be women (including Jo-Ann Savoie) made earlier commentary contradicted their later commentary in the media. 2 months ago I was honoured to receive โ€˜excellence in public health communicationโ€™ award at the Global Health Awards held in the House of Commons. I made it very clear in my keynote speech & interview with Zee TV that the covid mRNA gene technology had overall done more harm than good. It was attended by leaders in the field of medicine, healthcare industry and politicians. The feedback was overwhelmingly positive including from Drs who were hearing about the evidence of independent reanalysis of Pfizer & Moderna trials for the first time. In the first part of my speech I explained that there was a deliberate strategy of fear put out from Matt Hancock to โ€˜frighten the pants off the publicโ€™ exposed in leaked WhatsApp messages from Isabel Oakeshott. The aim was to make the public more compliant to authoritarian rule. In addition deliberate suppression of facts that threaten the bottom line of big Pharma from the public and smearing those who expose it are two mechanisms of how corporations exert their power therefore no one is immune to medical misinformation that damages individual and population health. As I alluded to in my talk on Saturday at Reform UK we will not be able to resolve the healthcare crisis and fix the #NHS until we understand and then correct all the ways scientific evidence is distorted by pathologically self interested commercial entities. The legacy media needs to wake up. This is not a conspiracy theory ; these are cold hard facts being taken increasingly seriously by a public that is understandably losing their trust.

It is essential to note that police officers who have been found wanting in their relationship with members of the public have been dealt with, and we remain committed to addressing such issues. Please refer to me exclusively as she/her. These are my pronouns. Please note and respect this. I am here today to provide clarification about the Integrity Commissioner's (Mr. David Boghosian) report with regards to the Ward 8 Councillorโ€™s decorum violation of the Code of Conduct and its subsequent recommendations, dated May 27, 2024. First and foremost, I appreciate the Integrity Commissionerโ€™s decision which resulted in a finding that the code of conduct was violated. Thank you for this affirmation. The analysis would have been more fulsome and robust if I had been allowed to provide my comments towards the disclosure. I hope this never happens again and I hope that complainantsโ€™ are always included in these processes moving forward. Thank you to Hamilton Spectator's Teviah Moro for taking the liberty to report on and quote from my 14-page response which was not included in the Integrity Commissioner's analysis of my complaint. My argument is that harm can be done to residents and constituents in a way that is not clearly captured by the code of conduct, such as feigning ignorance about someoneโ€™s pronouns. As such, this type of conduct is hard to adjudicate. The recognition of and potentiality for micro-aggressive conduct by elected officials โ€“ that is, conduct which indirectly, subtly, or unintentionally discriminates against marginalized group members โ€“ is important to consider when integrating amendments to any Code of Conduct. It is also important to integrate and enact fulsome policies that address and capture all these possible gaps in the code to satisfy the public interest and encourage civic engagement from underrepresented communities. This consideration is important to safeguard from inadvertently disparaging residents and constituents from underrepresented communities who engage in the complaints process. The Hamilton Police Serviceโ€™s 2023 Hate Crime Report which was released April 19th of this year underscores the rising hate/bias incidents and criminal acts directly related to and perpetuated against marginalized communities in Hamilton: racialized people (Black people facing the highest incidences of hate/bias motivated incidents including disproportionate levels of police violence against Black, Middle Eastern, and Indigenous residents), people with religious associations (i.e. our Jewish and Muslim constituents and residents facing the most documented vitriol), and people of a different sexual orientation and/or gender identity. Among this data, we see a rise in gender-identity-related incidents and hate crime. Anecdotally, I was assaulted last year by Corey Jeffery in a hate-motivated assault at SACHAโ€™s Take Back the Night march. I experience some permanent neurocognitive impairment as a result. To the people who felt comfortable placing a literal Tombstone near my residence recently (incident #24671033) โ€“ I verily believe thereโ€™s a direct connection between seeing particular social media behaviour by elected officials normalized or accepted, and the experience of people like me who are, in essence, dismissed when we make a complaint โ€“ up to and including not recommending sanctions against an elected official even when a violation by the public official has been established. Bad behaviour on social media by elected officials encourages, facilitates, and fosters inappropriate, prejudiced, and harmful behaviour by bigoted residents and constituents towards marginalized people. Chief of Hamilton Police Frank Bergen is quoted as saying: โ€œThe impact of hate/bias occurrences is felt throughout the entire community. These occurrences undermine victims' feelings of belonging, safety, and well-being, and instill fear across the community.โ€ It is also important to highlight that the report also states, โ€œWhile there was a rise in the number of hate/bias occurrences, the true number is likely much larger since many incidents go unreported.โ€ I would like to demystify the concept of marginalization as it relates to the LGBTQ2S+ community. This distinction between โ€˜marginalizedโ€™ and โ€˜marginalโ€™ may seem pedantic to some, nonetheless it is an important descriptor as we โ€“ as queer people who are othered - are far from being marginal: Whether we consider gay Alan Turingโ€™s contributions to computer science, Trans Lynn Conwayโ€™s inventing IBM microchips we all use in our phones, tablets, and computers every day, Trans Marsha Linehanโ€™s development of dialectical behavioural therapy, The trans @Wachowski Sisters (sarge fan & Lana Wachowski) who brought us the brilliant transgender allegory The Matrix Resurrections film series & the sens8 TV series, Trans Wendy Carlos who revolutionized electronic music with Switched-On Bach and who composed the scores for films The Shining, the original Tron, and Stanley Kubrick's A Clockwork Orange, Or the implementation of internet-based technologies like graphic images, videos, and payment processing functionality preceding PayPal Elon Musk โ€“ which were motivated and developed to market services to sex workersโ€™ clientele - we are far from marginal. We are integral to culture, society, science, art, media, and everyday life. As a public figure, I represent the intersection of several vulnerable classes of women: racialized, trans, intersex & non-binary, sex-working, neurodivergent, migrant, differently abled, those living with- and vulnerable to contracting HIV, and poor. Consider that our experiences inform why we do not have the same relationship with the police as other residents and constituents may have. We cannot reasonably expect the same level of protection or justice due to these entrenched inequities. This is where social media may help fill a gap in representation in mainstream society or prevent the erasure of these same communities and promote accountability of elected officials. I emphatically implore City Council to consider the potential silencing impact accepting the Integrity Commissioner report as-is may continue to have on residents and constituents in Hamilton and their willingness to participate in the democratic process moving forward. Processes for which there are standards for holding public officials to account for their words, actions, and conduct. Social media is a valid medium through which residents and constituents express themselves. These types of statements โ€“ that I used social media to โ€œenhance my media presence and stature in the communityโ€ are patently untrue. The norms and conventions of social media are being willfully discounted by these statements. How I acted fits with those norms and conventions on Twitter and has no relevance to the report. The deletion of the violative behaviour being listed as a mitigating factor flies in the face of the permanent nature of media on the internet; it is not ephemeral. Retweeting is social convention, and people do it to participate in public discourse. If I violated any rule unbeknownst to me, it was not said or pointed out. The focus of any code of conduct complaint investigation must be squarely on the public officialโ€™s conduct and not on the impugned resident and constituent โ€“ in this case, myself. Statements like the ones Mr. Boghosian made in mitigation of the Councillorโ€™s violation of the code of conduct should be assessed critically through a human rights lens as per the Canadian Charter of Rights and Freedoms Canadian Charter of Rights and Freedoms The OHRC Canada Justin Trudeau Some rhetoric for Council to reflect on: Why do incidents go unreported? Why do some constituents and residents feel comfortable calling the police when needed โ€“ confident, even, while others consider calling the police as their last resort, for better or worse, including medical emergencies? Why is the trans community stricken with overwhelming poverty (Arps et al. 2021) and often involved in sex work? I recommend the Council, General Issues Committee, and the respective Governance Committee consider all of this and ultimately the public interest when considering amendments to the code of conduct. I suggest including explicit language to mandate elected officials to refer to others using the pronouns that the person has specified. This would reflect our local labour precedent EN v Gallagherโ€™s Bar and Lounge, 2021 HRTO 240 which was achieved by counsel Sarah Molyneaux. Choosing to call a trans woman โ€œtheyโ€ when her pronoun is she is a form of microaggression, and is the act of misgendering someone, contrary to the Ontario Human Rights Code, full stop. Letโ€™s encourage a Hamiton where all community members feel respected and considered within our democratic processes. We are your communities, your neighbours; we share the same schools, places of worship, and city councils - we are everywhere โ€“ exactly where we belong. In the words of City of Carbondale Government Illinois' first transgender Councilmember Clare Killman: โ€œIt is as hard as ever to simply exist as a queer person in public spaces.โ€ I would finally like to remind Madam Mayor and members of the General Issues Committee that the value of an apology is commensurate with the changed behaviour and demonstrable commitment to reduce further harm by the public official who has violated the code of conduct. Chief of Hamilton Police Frank Bergen is quoted as saying: โ€œThe impact of hate/bias occurrences is felt throughout the entire community. These occurrences undermine victims' feelings of belonging, safety, and well-being, and instill fear across the community.โ€ It is also important to highlight that the report also states, โ€œWhile there was a rise in the number of hate/bias occurrences, the true number is likely much larger since many incidents go unreported.โ€ I would like to demystify the concept of marginalization as it relates to the LGBTQ2S+ community. This distinction between โ€˜marginalizedโ€™ and โ€˜marginalโ€™ may seem pedantic to some, nonetheless it is an important descriptor as we โ€“ as queer people who are othered - are far from being marginal: Whether we consider gay Alan Turingโ€™s contributions to computer science, Trans Lynn Conwayโ€™s inventing IBM microchips we all use in our phones, tablets, and computers every day, Trans Marsha Linehanโ€™s development of dialectical behavioural therapy, The trans @Wachowski Sisters (sarge fan & Lana Wachowski) who brought us the brilliant transgender allegory The Matrix Resurrections film series & the sens8 TV series, Trans Wendy Carlos who revolutionized electronic music with Switched-On Bach and who composed the scores for films The Shining, the original Tron, and Stanley Kubrick's A Clockwork Orange, Or the implementation of internet-based technologies like graphic images, videos, and payment processing functionality preceding PayPal Elon Musk โ€“ which were motivated and developed to market services to sex workersโ€™ clientele - we are far from marginal. We are integral to culture, society, science, art, media, and everyday life. As a public figure, I represent the intersection of several vulnerable classes of women: racialized, trans, intersex & non-binary, sex-working, neurodivergent, migrant, differently abled, those living with- and vulnerable to contracting HIV, and poor. Consider that our experiences inform why we do not have the same relationship with the police as other residents and constituents may have. We cannot reasonably expect the same level of protection or justice due to these entrenched inequities. This is where social media may help fill a gap in representation in mainstream society or prevent the erasure of these same communities and promote accountability of elected officials. I emphatically implore City Council to consider the potential silencing impact accepting the Integrity Commissioner report as-is may continue to have on residents and constituents in Hamilton and their willingness to participate in the democratic process moving forward. Processes for which there are standards for holding public officials to account for their words, actions, and conduct. Social media is a valid medium through which residents and constituents express themselves. These types of statements โ€“ that I used social media to โ€œenhance my media presence and stature in the communityโ€ are patently untrue. The norms and conventions of social media are being willfully discounted by these statements. How I acted fits with those norms and conventions on Twitter and has no relevance to the report. The deletion of the violative behaviour being listed as a mitigating factor flies in the face of the permanent nature of media on the internet; it is not ephemeral. Retweeting is social convention, and people do it to participate in public discourse. If I violated any rule unbeknownst to me, it was not said or pointed out. The focus of any code of conduct complaint investigation must be squarely on the public officialโ€™s conduct and not on the impugned resident and constituent โ€“ in this case, myself. Statements like the ones Mr. Boghosian made in mitigation of the Councillorโ€™s violation of the code of conduct should be assessed critically through a human rights lens as per the Canadian Charter of Rights and Freedoms Canadian Charter of Rights and Freedoms The OHRC Canada Justin Trudeau Some rhetoric for Council to reflect on: Why do incidents go unreported? Why do some constituents and residents feel comfortable calling the police when needed โ€“ confident, even, while others consider calling the police as their last resort, for better or worse, including medical emergencies? Why is the trans community stricken with overwhelming poverty (Arps et al. 2021) and often involved in sex work? I recommend the Council, General Issues Committee, and the respective Governance Committee consider all of this and ultimately the public interest when considering amendments to the code of conduct. I suggest including explicit language to mandate elected officials to refer to others using the pronouns that the person has specified. This would reflect our local labour precedent EN v Gallagherโ€™s Bar and Lounge, 2021 HRTO 240 which was achieved by counsel Sarah Molyneaux. Choosing to call a trans woman โ€œtheyโ€ when her pronoun is she is a form of microaggression, and is the act of misgendering someone, contrary to the Ontario Human Rights Code, full stop. Letโ€™s encourage a Hamiton where all community members feel respected and considered within our democratic processes. We are your communities, your neighbours; we share the same schools, places of worship, and city councils - we are everywhere โ€“ exactly where we belong. In the spring of 2022, former President Barack Obama gave a major policy addressat Stanford Universityโ€™s Cyber Policy Center, where he laid out a sweeping proposal for government censorship of social media platforms through the Platform Accountability and Transparency Act. Six days later, President Joe Bidenโ€™s Department of Homeland Security announced that it had created a โ€œDisinformation Governance Boardโ€ to serve as an Orwellian Ministry of Truth with the clear goal of controlling the information Americans could access online. At the heart of Obamaโ€™s vision for Internet censorship was legislation that would have authorized the US governmentโ€™s National Science Foundation to authorize and fund supposedly independent NGOs to censor the Internet. The DHS and Stanford Internet Observatory, which was part of the Stanford Cyber Policy Center, pioneered this censorship-by-proxy strategy as a way to get around the First Amendment in 2020 with posts raising concerns about the 2020 elections and in 2021 with โ€œnarrativesโ€ expressing concern about the Covid vaccine. The 2024 election of President Donald Trump significantly reduced the threat of Obama, DHS, and NSF censoring the American people. Trump defunded much of the Censorship Industrial Complex. The Platform Accountability Act is going nowhere in Congress. Elon Musk fired most of the censorship staff at Twitter and has allowed a significantly wider range of speech on the platform. And even before Trumpโ€™s election, Stanford donor Frank McCourt stopped funding the Stanford Internet Observatory after Public, Racket News, and House Weaponization Subcommittee Chairman Jim Jordan exposed its central role in the DHS censorship-by-proxy scheme. But now, foreign governments, including Europe, the UK, Brazil, Australia, and others are demanding censorship, including of the American people. The risk is that US tech companies will find it significantly less expensive to have a single global censorship regime and just go along with foreign censorship requests. Facebook complied with Biden administration demands to censor because it needed Bidenโ€™s help in dealing with European censorship officials. And the Brazilian government forced Elon Musk to continue censoring the Brazilian people after it froze Starlinkโ€™s assets. And Public has discovered that the Stanford Cyber Policy Center, which is led by Obamaโ€™s former ambassador to Russia, Michael McFaul, is at the heart of a new, secretive, and possibly illegal censorship initiative that appears even more ambitious than the one Obama proposed in 2022. On September 24, the Cyber Policy Center hosted a secret dinner between its leaders and top censorship officials from Europe, UK, Brazil, California and Australia. The meeting was titled โ€œCompliance and Enforcement in a Rapidly Evolving Landscape.โ€ Frank McCourt, the same person behind the Stanford Internet Observatory, financed the gathering through his โ€œProject Liberty Institute,โ€ (PLI), toward which he gave $500 million to โ€œstrengthen democracyโ€ and โ€œfoster responsible technology.โ€ Public emailed all 21 participants and organizers and only heard from four, PLI, the Australian government, the UK government, and the European Union, which declined to comment because, even though Public gave it over 24 hours, a spokesperson said, โ€œWe would need several days.โ€ The UK government said, โ€œThe legal framework gives Ofcom power to enforce the duties in the Act which are related to securing protections for people in the UK; it does not give Ofcom powers to enforce under any other legal regimesโ€ฆ. Ofcom has always engaged with various international forums and networks across all of the sectors we regulate, including online safety, spectrum, telecommunications, post, and broadcast and media. Regulators around the world regularly exchange insights, experience, and best practice.โ€ A spokesperson for PLI said it โ€œhas made unrestricted gifts to several academic research programs, including Stanford Universityโ€ and that โ€œPLI does not receive funding from governments, intergovernmental organizations, or large technology companies.โ€ But PLIโ€™s own policy โ€œblueprintโ€ reveals that it is demanding a single total global censorship regime and intends to use the EUโ€™s market power, known as the โ€œBrussels effect,โ€ to force big tech companies to comply. The blueprint calls for governments to โ€œRecommit to a Single, Global Internet,โ€ with โ€œregulatory interoperability and oversight, to achieve a single unified marketโ€ and use the large size of the EU market to โ€œdrive bilateral and multilateral agendas to formally enshrine reciprocal guarantees.โ€ A spokesperson for the Australian government said, โ€œWhilst in attendance at Stanford for the 2-day conference, some attendees, including trust and safety researchers, industry, civil society, and government representatives, were also invited to attend an informal evening roundtable event organised by Stanford University entitled, โ€˜Compliance and Enforcement in a Rapidly Evolving Landscape.โ€™ This roundtable did not involve any discussion of compliance coordination or regulatory information sharing.โ€ The Australian spokesperson claimed that โ€œeSafety has no role in regulating hate speech or disinformation. eSafety has no remit or interest in regulating the affairs of other nations, nor does it have any role in diplomatic, trade or other government-to-government relations.โ€ But it also said, โ€œAs the internet is global and functions irrespective of national borders, by necessity eSafety collaborates with law enforcement, other government agencies, and non-government partners around the world, including in the United States.โ€ The leaked agendaโ€™s stated purpose was to โ€œdiscuss the state of compliance and enforcementโ€ in order to โ€œidentify where data, research, and expertise can enable more effective compliance with and enforcement of existing policy.โ€ Much of the following two days of the public conference were focused on coordinating government censorship (โ€œregulationโ€) of social media platforms, and the other nations that attended the meeting are all intensively involved in censoring their citizens and US tech companies. And, the head of Australiaโ€™s eSafety, Julie Inman-Grant, who was a keynote speaker at Stanfordโ€™s foreign censorship meeting, is also the head of a global government censorship network that serves as forum, she told the World Economic Forum, โ€œto help us coordinate, build capacity and do just thatโ€ฆ. We use the tools that we have, and can be effective, but we know weโ€™re going to be, go, much further, when we work together with other like-minded independent statutory authorities around the globe.โ€ As such, the people who are demanding censorship are once again spreading disinformation about what they are doing. All of this is happening in a context of global censorship intensifying. And several European nations are censoring and arresting their citizens, preventing opposition political candidates from running for office, and preparing to implement digital IDs.
