Meet Jacksonville’s newest police officers. These 17 men and women graduated from our Academy yesterday, and they’re ready to start serving our community on the street. They’ll spend the next 3 months working alongside our Field Training officers responding to calls for service. Police Class 07-25 took the motto “We are still here.” To them, it meant sticking by one another during every test and training the Academy threw their way. We welcome them to the JSO family, as they’ve vowed to serve and protect our city’s residents and visitors! On June 10th, a horrifying incident unfolded as the victim was peacefully taking a lunch break near a park on College Street. Without any provocation, the suspect brazenly approached the victim and launched a violent attack, stabbing him in the neck before carjacking him and fleeing the scene. The patrol officers swiftly responded to the distress call and were confronted with a harrowing sight – the victim critically wounded and unresponsive. The patrol officers from the Westside immediately sprang into action, giving care to the victim prior to JFRDs arrival. These officers then worked diligently to ascertain the victim’s identity, Mr. Thomas Williams, and launch a thorough investigation into this act of violence. Recognizing the gravity of the situation, the detectives from the Robbery Violent Crimes Unit joined forces with the patrol officers, committing themselves tirelessly to the task at hand. They collaborated relentlessly, leaving no stone unturned in their quest to identify the suspect. Meanwhile, as Mr. Williams was fighting for his life Detectives checked on him daily, slowly building trust with his family, as they came a steadfast source of comfort during this trying time. Mr. Williams finally regained consciousness, and the dedicated Detectives went above and beyond, forging a meaningful connection by personally visiting him almost daily. They provided him with updates on the progress of the investigation, ensuring he and his family were kept informed during his transition to rehabilitation. After a lengthy recovery process, on July 13th, Mr. Williams was joyously released to return home for the first time since the vicious attack. The members of the Jacksonville Sheriff’s Office, both from patrol and the detective division, gathered to celebrate this significant milestone. Why do we support the use of license plate readers? Because they make our community safer. Over the past two years, LPRs have proven to be an incredibly effective tool in helping solve crimes, locate missing people, and save lives. Since 2024, they’ve helped solved 15 murders, 17 kidnappings, 6 forcible sex offenses, nearly 100 shootings, and 172 missing-persons cases. We’ve seen that impact firsthand. An LPR recently helped us locate a teenage girl who was kidnapped from her home in Georgia and brought to a Jacksonville motel, where we were able to get her to safety. An LPR also helped us quickly locate an elderly man with dementia. And after one of our corrections officers was tragically killed at a truck stop in October 2024, an LPR helped investigators locate the suspects, who were in custody within 48 hours. When someone you love is in danger, you want us to have every responsible tool available to help find them and solve the crime. We currently have 141 fixed LPRs and 9 mobile LPRs across Duval County. We also understand that LPRs can raise questions and concerns. That’s why their use is tied to legitimate law-enforcement purposes, monitored, and audited. If someone misuses the system, we will address it. Our goal is to use technology responsibly to help keep our community safe while maintaining accountability and trust.

One of Atlanta’s most wanted fugitives is in our custody in Jacksonville. Working with Atlanta Police Department and the U.S. Marshals Fugitive Task Force, JSO SWAT tracked Jonathan Soto, 43, to an apartment complex on Gate Parkway North. Soto refused to come out. SWAT used an energetic door breach to safely arrest him. No one was hurt. Soto is wanted in connection with a Feb. 4, 2023, murder at the Republic Lounge in Atlanta. He was booked into the Duval County Jail on a fugitive warrant. Strong partnerships help us get dangerous fugitives off our streets.

105 miles per hour... in a 50 mile-per-hour zone. That's more than twice the speed limit. Unacceptable. On Thursday, August 6, Officer Reshawn Gelsey with our Traffic Enforcement Unit clocked this 26-year-old driver driving double the limit on the Arlington Expressway. It was a clear violation of Florida's super speeder law, and the traffic stop ended with the driver in handcuffs. He was arrested for Reckless Driving, Driving Over 100MPH, Resisting an Officer Without Violence, and Driving with a Suspended, Cancelled or Revoked License. The speed limit is not a suggestion. It's there to protect every driver, passenger, and pedestrian from getting hurt or killed. Drive safe, Duval.

We’re releasing body-worn camera video from the arrest of 14-year-old Rashawn Knight to counter misinformation the case has generated. Around 2:45 a.m. on July 20, District 3 Patrol officers and our K9 Unit responded after reports armed individuals were burglarizing cars. When officers arrived, they watched Knight and another teen break into a car. In the video, you hear an alarm sound before officers make contact. Officers identified themselves and told the suspects to stop. Both ran away while armed with guns. Officers chased Knight and gave more loud commands to stop, which Knight ignored. Officers had probable cause to arrest Knight for multiple vehicle burglaries and reasonably believed he was armed. Considering the danger to officers and the community due to the armed fleeing suspects, the Police Service Dog (PSD) was deployed as the most effective way to stop Knight. The PSD stopped Knight by biting him. During the arrest, Knight dropped the gun. On the ground, Knight reached toward his waistband. Believing he could be reaching for a weapon, an officer delivered distraction strikes and told Knight to put his hands behind his back. The handler disengaged the PSD from Knight. Investigators confirmed the handgun was stolen. Officers found a window-breaker used to burglarize cars in Knight’s pocket. JFRD evaluated Knight at the scene and took him to a hospital. After being medically cleared, he was taken downtown, where he was interviewed and arrested. Knight is charged with 9 counts of Armed Burglary, 1st-degree felonies, and Possession of a Firearm by a Minor. After a detention hearing, a judge ordered Knight held in secure detention. JSO conducted a comprehensive administrative review for the officers’ conduct and found no violations. There are social media claims this was a jaywalking case; the facts are straightforward. Officers responded to suspects actively committing vehicle burglaries while armed. Knight ran from police, ignored repeated commands to stop, was armed with a stolen gun, and was taken into custody. We encourage the public to watch the body-worn camera video and rely on verified facts rather than incomplete or misleading social media posts.

Your Jacksonville Sheriff’s Office and Tampa Police are announcing the arrests of 3 people in the murder of Charles Andrew Jones II, known as Julio Foolio. Jones was shot and killed in the parking lot of a Tampa hotel on June 23, 2024. Saturday afternoon, JSO SWAT, CPR, and Gang Unit members located and arrested Sean Gathright, 18, Alicia Andrews, 21, and Isaiah Chance Jr., 21. They are currently in the Duval County Pre-Trial Detention Center on murder charges, pending transfer to Tampa. Detectives continue to thoroughly investigate the case. “There’s no place you’ll be able to hide if you commit crime in Jacksonville or any other city in the state of Florida,” said Jacksonville Sheriff T.K. The CopsTV cameras were rolling when our Gang Investigations Unit detectives pulled up on a group of teenagers. One teen immediately took off running, and our detectives chased after him. Why was the teen running? He had a gun in the backpack he was wearing. He swore it wasn’t his backpack, but that still landed him a trip to jail. The suspect had a chance to talk to his mother before he was transported, and she had a strong message for him. Never give up. Our detectives didn’t stop looking for the man who left a young woman to die in a fiery crash. Today, we have him in custody. 27-year-old Savana Pendarvis was driving on January 2 on University Blvd. when her vehicle was struck by a speeding car. That driver, 24-year-old Alexander Rivera-Russo, rear-ended her, pushing her into a utility pole, where her vehicle caught fire. Not only was Rivera-Russo reckless, he was heartless. He ran away. Rescuers rushed to the scene but sadly couldn’t save Pendarvis. People in another car were also injured. Our Traffic Homicide Unit detectives quickly identified Rivera-Russo as the suspect in the crash, but he was nowhere to be found. Our detectives worked with our U.S. Marshals Task Force and never gave up. The case was in danger of going cold with a lack of leads. However, they kept working to find him. We shared his photo many times, asking for tips. But today, his luck ran out. We tracked him down to a home in the Oakleaf area of Clay County. With the help of our partners at the Clay County Sheriff's Office, FL, we arrested Rivera-Russo. He will face a number of charges, including leaving the scene of a deadly accident. We will also see who may have helped him hide. We know this doesn’t take away the pain that Pendarvis’ family is feeling, and it doesn’t bring her back, but it’s a step toward justice. This dangerous fugitive is off the streets and will spend his time at the Duval County Jail. This is a reminder that we don’t give up. Just because you don’t hear publicly about a case anymore doesn’t mean we’re not working behind the scenes. We’re grateful for the hard work of our detectives, the marshals, and our partners to bring this criminal’s run to an end. Our hearts continue to go out to Pendarvis’ loved ones and other families experiencing similar pain.

Officer Morgan Smith and Officer Karim Saoud were out reminding drivers to wear their seatbelts and stopped one driver who wasn’t wearing his. When our officers asked for his information, he gave them what turned out to be a fake name. When you don’t have a phone or wallet and can’t remember your social security number, that raises some red flags with our officers. Officer Smith and Officer Saoud quickly figured out that the suspect had a warrant out for his arrest from Bradford County. This traffic stop ended in a trip for our suspect to the Duval County jail. Our Blight Unit officers teamed up with the City of Jacksonville for their first shopping cart round-up along Beach Boulevard and Atlantic Boulevard, collecting 54 abandoned shopping carts. Some were filled with trash, others had been pushed into the woods. Those carts have now been collected and removed from our streets, sidewalks and neighborhoods and returned to the stores they belong to. This may seem like a small issue, but abandoned carts can quickly collect garbage and become an eyesore. Tackling these issues is just one of many ways we to keep Jacksonville looking its best. Every cart collected means our community gets a little bit cleaner. This is just one example of the work our Blight Unit does every day to keep people safe while protecting the physical appearance of the city.

No two calls for service are ever alike. Take this call, for example, from Monday, April 13, when a man was walking his dog (that happened to be a retired narcotics canine) at Hanna Park. The two stumbled upon a bale of marijuana washed ashore after high tide and called our officers. Our officers quickly responded, collected the ‘square grouper’, and delivered it to our property and evidence vault. Just another day for our officers!

Dramatic Rescue at Jacksonville Motel: 13-Year-Old Girl Found Safe Our SWAT team and partner agencies rescued a 13-year-old girl kidnapped from Georgia from a Jacksonville motel room. After being taken in Georgia and brought more than 130 miles to Jacksonville, investigators tracked her location to a Philips Highway motel. On July 16, 2026, our SWAT Team joined the FBI Jacksonville and GA Bureau of Investigation in a coordinated operation to rescue her. When officers arrived, 42-year-old Jonathon Kelly ran from the room, jumped into a vehicle, and attempted to get away. He nearly struck a JSO SWAT vehicle before crashing into the motel. The dramatic moments were captured on body-worn camera. Due to legal and privacy concerns, we’re not releasing video the inside of the room where we found the girl. Kelly and 32-year-old Giovannie Carter are now facing multiple charges. While the FBI and GBI are leading this investigation, we’re grateful to have played a role in bringing this young girl to safety. She is now getting resources and support after the traumatic ordeal. This is what happens when law enforcement agencies work together every second matters, and every life matters.

Six years ago, Officer Jimmie Collins was picking up lunch during an off-duty shift when he heard loud bangs. He turned and saw a hooded man with a pistol in his hand, running in the parking lot and jumping into a getaway car. Officer Collins didn’t hesitate to get into his patrol car and chase the suspect, eventually stopping the vehicle. Officer Collins didn’t expect to find known gang member Hakeem Robinson, a.k.a Ksoo, in the car. Robinson is now facing a life sentence after he was convicted of murder last year. These days, Officer Collins spends his days at the Academy, teaching the next generation of our Police and Corrections recruits. We recently recognized Officer Collins as our Police Officer of the Month; congratulations Officer Collins!

The teens began fighting, and our officers, who were already nearby, intervened. Three teen girls were arrested for their roles in the fights. We do not take situations like this lightly. As you see in the video, people who were enjoying the park had to leave because this takeover got out of hand. We have officers and detectives who monitor when takeovers are advertised online, but parents, we need your help. Know what your child is doing with his or her time. Know who they’re spending time with. Ask questions. It’s very easy to see the difference between a legitimate event and one of these ‘takeovers’. Teenagers planning more takeovers, beware. We know, and we will stop them.

118 miles per hour in a 45 mile per hour zone? Not on our watch. The ‘Super Speeder’ law is in full effect. Drive 100mph or 50mph over the limit? Expect a hefty ticket and even a stay in the Duval County jail. Yep, that fast is considered criminal. We get it, you have somewhere you want to be. Speeding might get you there faster, but it could also put you, your passengers, and everyone else on the road in danger. We’ve lost 65 people in traffic fatalities this year, 17 more than this time last year. We are not messing around when it comes to safety on our roads. Speed, and be prepared to face the consequences. Drive safe, Duval.

This afternoon (May 7, 2026), our District 4 Patrol officers received a call about a suspicious incident on Blanding Boulevard and 118thStreet. The incident, caught on nearby surveillance camera video, shows a black man in his 20s arguing with a black woman in her 20s. The woman walks away, and the man follows her, before he picks her up and carries her to a white vehicle. We’re working hard to find out who the man and woman are is so we can determine if the woman is safe. The man is believed to be between 20 and 30 years old, has small twists in his hair, and was wearing a light-colored shirt with black pants. The woman appears to be in her early 20s wearing a gray hoodie and black pants. If you know who they are and can help us contact them, please call 904.630.0500 immediately. On October 12, 2024, Sheriff T.K. Waters, alongside Undersheriff Shawn Coarsey, joined Chief of Investigation Alan Parker to provide details leading up to the murder of one of our Corrections Officers. At approximately 1:20 a.m., in the 12900 block of Duval Road, a black Mustang occupied by a black male (suspect) and a female, were involved in a violent dispute. During the argument, the suspect was observed exiting the vehicle from the passenger seat and walking around to the driver’s side. The suspect then placed a black handgun on the hood of the vehicle and removed the female from the driver’s seat. The male proceeded to batter the female, violently throwing her against the vehicle and the ground. During the commotion, off-duty Corrections Officer Bradley McNew #7697, who just finished his shift, heard the disturbance and went to check on the female victim. The suspect approached Officer McNew, stating it was a family matter, then re-engaged with the female before pointing the gun in Officer McNew’s direction. The suspect and female eventually returned to the vehicle. As they left the scene, the suspect was observed hanging out of the window, firing the firearm, and ultimately striking Officer McNew. He was transported to a local hospital where he succumbed to his injuries. This is an ongoing investigation, and we ask the public to remain vigilant and consider the suspect armed and dangerous. The vehicle was reported heading northbound on Main Street towards Nassau County. It is a 2000 black Mustang with North Carolina license plate RHL-4285. Please do not approach the suspect or vehicle; call 911 immediately if observed.

So, local nonprofit Dreams Come True made sure he did just that. From his hospital room, Liam would watch traffic on I-95 and talk about the cars passing by. That’s when the idea came together: surprise him with a ride in a shiny red Ferrari. Cool, right? We thought so too…but we had to take it a step further. Our Special Events Team partnered with JFRD to give Liam a full lights-and-sirens escort through San Marco for an afternoon he won’t forget. Moments like this matter. And if you’re wondering- no, this didn’t convince him to become a police officer or firefighter. Liam says he’s still set on being a farmer. We’re rooting for you, Liam. 💙
