The water supply system from the Siverskyi Donets River was destroyed. The region’s reservoirs and underground water sources are not enough to meet the needs of the population, in part due to the extensive network of coal mines. When the self-proclaimed “DPR” and “LPR” were created in 2014, Ukraine did not cut off this water channel, as it was still supplying water to Mariupol, which remained under Ukrainian control. But at the start of the Russian invasion in February 2022, the situation changed: the Russian army, during its offensive, destroyed a unique hydraulic structure that had supplied the region’s largest cities with water. The Russian authorities decided to build a new canal - the Don–Donbas canal - which was supposed to begin in the Rostov-on-Don area. It soon became clear that the new water pipeline, first of all, could not provide the region with the necessary amount of water, and second, it was built with numerous violations, with a large portion of the budget embezzled during construction. This is what corruption does to a country, central government controls everything in councils, resulting in this collapse. In cities like Harare, the need for boreholes reflects how corruption and central government interference have crippled local authorities, stripping them of the capacity to provide basic services. Boreholes in central business districts indicate that the municipal water supply system has failed. In a functioning city, clean and reliable piped water should be standard, particularly in central areas. Most of Harare, including the most affluent areas, does not receive piped water at all. The Water Act clearly states that Central Government (ZANUPF Government) should build dams! This has not been done due to rampant historic corruption. Harare and its dormitory towns rely on Lake Chivero, which was constructed by the colonial government in 1952 to provide clean drinking water for Harare and its surrounding areas, with a total population of 300,000 people. Today, it serves the Harare metropolitan area and satellite towns such as Chitungwiza, Epworth, Norton, and Ruwa with a total population of around 4.5 million people. The same lake that provides drinking water also receives untreated sewage. Residents have resorted to boreholes, sadly, something the last colonial ruler Ian Smith predicted would happen.
