BLUF: Russia claims Ukraine killed “children” during a 21-22 May 2026 overnight strike on what the AFU identified as a Rubicon unmanned systems training and operations center in Starobilsk, occupied Luhansk. Russian sources report approximately 16 FP-1/FP-2 type loitering munitions were used in the strike. The evidence tells a more nuanced and damning story.
