At the India–UAE: Partners in Progress Conclave in Dubai, hosted by the UAE–India Business Council and IndiaToday Group, I had the privilege of sharing Tamil Nadu’s digital governance story. Speaking on the theme “Powering Progress: New Alliances in Digital Governance,” I highlighted our bold journey — built on infrastructure, inclusion, and integrity. From globally benchmarked digital public infrastructure to our leadership in e-governance, Tamil Nadu continues to demonstrate how digital delivery can be citizen-centric and equitable. I also emphasized that internet connectivity is not just a technical necessity but a fundamental pillar of social justice — and that bridging the digital divide is essential for inclusive growth. While India stands at the cusp of an unprecedented global economic realignment, all states must be empowered to compete fairly. Instead of intentionally directed incentives or restricted investment flows, we need a more collaborative Union–State framework that unlocks the full potential of each region. As India’s most industrialized and urbanized state, Tamil Nadu stands ready to lead this next chapter of digital and developmental cooperation.

Gates Foundation and Maharashtra: A Partnership for Innovation and Progress! ✨ It was a great pleasure to meet and welcome Mr. Bill Gates, in Mumbai, this morning. We had a very good discussion on varied subjects, including Maharashtra's initiatives and schemes for youth, farmers, the poor, and women, such as Lakhpati Didi and Ladki Bahin Yojana, which has contributed immensely to the economic upliftment. Also talked about the adoption of fast-changing latest technologies, and AI-driven initiatives across the State. Mr. Bill Gates shared that the Gates Foundation will partner with us to make Maharashtra malaria-free. We also discussed AI-driven advancements in health, agriculture, and infrastructure, along with dengue control and innovation city partnerships. I expressed that our vision includes digitalization in every sector and the establishment of a Skill University with the help of Microsoft to empower the youth with future-ready skills. A special initiative will focus on training 10,000 women in AI, fostering inclusivity in the tech revolution. Congratulations to Rwanda Hon Minister of ICT Paula Ingabire and H.E. President Kagame on a visionary Inaugural Global AI Summit on Africa. Though I attended virtually, I was energized by the bold dialogue on Africa-led AI solutions and homegrown innovation to leapfrog development and solve Africa's challenges. I was truly inspired by H.E. Kagame’s call for collaborative Pan-African AI ecosystems and Hon. Minister Ingabire’s emphasis on ethical governance and digital infrastructure. These are priorities that Zimbabwe wholly shares. President Kagame's call for "Africa to stop playing catch up" in the AI revolution is a bold statement in joining all Africa to build our capacities. 🇿🇼 We’re advancing our National AI Strategy, prioritizing: ✅ AI-skilled youth through STEM partnerships and a Digital skills program that will empower 1.5 million Zimbabweans in the ICT space; ✅ Tele-Health services & AgriTech to tackle local challenges; ✅ Open-data frameworks for transparent governance. Through partnerships with entities such as the World Economic Forum, Huawei, Open AI ,Google, Microsoft, Cassava Technologies and other tech giants Africa can become a formidable global player. A major milestone in the journey of Mumbai 3.0. MMRDA has signed a consultancy agreement with Singapore-headquartered Surbana Jurong Infrastructure Pte. Ltd. to prepare the Vision Document, Master Plan and planning framework for Mumbai 3.0, marking the formal commencement of the project's master planning exercise. The agreement, signed by Dr. Sanjay Mukherjee, IAS, Metropolitan Commissioner, MMRDA, and Mr. Avinash Mishra, Chief Executive, South Asia, Surbana Jurong Infrastructure, in the presence of Hon'ble Chief Minister Shri Devendra Fadnavis, takes forward the strategic partnership announced at the World Economic Forum in Davos earlier this year and marks the transition from vision to implementation. Drawing on Surbana Jurong Infrastructure's global expertise in urban planning and its legacy in shaping Singapore's world-renowned urban development, the consultancy will prepare the blueprint for Mumbai 3.0, covering land use, mobility, infrastructure, utilities, sustainability, digital infrastructure, Transit-Oriented Development, mixed-use districts and future economic growth. Spread across 323.44 sq. km and 124 villages in Panvel, Uran and Pen, Mumbai 3.0 is strategically located near Atal Setu, Navi Mumbai International Airport and JNPT. Envisioned as Maharashtra's next major urban and economic growth centre, it will support residential, commercial, industrial, institutional and logistics-led development through globally benchmarked planning and world-class infrastructure.
