The real problem is a three-headed monster: H-1B, OPT, and offshoring. If Congress only touches H-1B, the problem just reroutes through OPT and offshoring. It has to be all three.

The foreign student to OPT to H-1B pipeline is alive and well, and the $100K fee doesn’t even apply to those workers. Just ask any American tech worker. They’ll tell you exactly what the problems are with H-1B.
