The issue is less about returning to the office and more about returning to face to face collaboration. There are plenty of tools nowadays that allow remote workers to collaborate face-to-face as though they were co-located in the same office. Face-to-face collaboration should be a significant fraction of your workday. One of the biggest impediments to face-to-face collaboration is time zone spread.
