I addressed the leaders of the Bunyoro sub-region and, having listened to their Memorandum, I advised them to plan for development in their areas based on the available resources. Having been in the army for 54 years, since 1971, we have often worked for little or no pay. During our fight against Amin, we asked Nyerere for guns only; if we had asked for salaries, where would he have found the money to do so? For 16 years during the struggle, we fought for free. When we joined the government, we began to receive pay. Our strong army is a testament to our discipline.

Having listened to your messages over the yrs, I’ve always understood your emphasis on effective resource utilization as the key to creating wealth and reducing poverty and at the national level, it has greatly led to development.

The school drop out rate is truly alarming. We have been intensely discussing the one in West Nile. Through my routine messaging, I have severally talked about it. Thank you for making it one of the points.

Your experience in the army since 1971 is a testament to your perseverance and discipline. Fighting for 16 years without pay during the struggle against Amin shows your unwavering dedication to the cause.The Uganda Peoples' Defence Forces' (UPDF) strong reputation is indeed a result of the discipline instilled in its members.

I completely agree that high dropout rates are a major concern. Free education can help address this issue by reducing the financial burden on families and encouraging more children to stay in school.
