We continue working on sanctions against Russia, targeting those who help finance its war against Ukraine. Today, I discussed this with the UK Foreign Secretary during his visit to Ukraine. It is crucial to keep pressuring Putin’s shadow tanker fleet, which moves oil around the world, funding Russian terror and war. The UK is one of the leaders in taking action against this fleet. But sanctions should go beyond just the tankers and companies involved—they must also target the captains of these vessels and all individuals connected to them. Ukraine has already taken such measures, and we are working to expand them across our partners’ jurisdictions.

Today, we have introduced a new sanctions package zeroing in on Russia’s activities in the Arctic. This is one of Russia’s cash cows: A significant portion of the resources the enemy sells each year are extracted precisely from the lands and waters of the Arctic—tens of billions of dollars annually. We are working with partners so that, just as measures have been implemented against the tanker fleet and Russia’s oil companies, similar actions will be taken by them against all the volumes of resources the Russians sell from the Arctic. This is fair. Any means of curbing Russia’s revenues is an effective way to counter the war.

This week alone, the Russians have launched over 2,360 attack drones, more than 1,320 guided aerial bombs, and nearly 60 missiles of various types at our cities and communities. Every dollar paid for Russian oil is money for the war. More than 110 tankers from Moscow’s shadow fleet are currently at sea. On board are over 12 million tons of Russian oil, which, due to the easing of sanctions, can once again be sold without consequences. That is $10 billion – a resource that is directly converted into new strikes against Ukraine. That is why it is important that Russian tankers are stopped, not allowed to deliver oil to ports. The aggressor’s oil exports must decrease, and Ukraine’s long-range sanctions continue to work toward that goal. I am grateful to every one of our warriors for their precision, and I thank all partners who are helping to increase pressure on Russia for this war.

During his speech today in front of the 56th Annual Summit of the World Economic Forum in Davos, Switzerland, Ukrainian President Volodymyr Zelensky criticized Europe for its inability to properly defend against or punish Russia, specially stating, “Europe loves to discuss the future, but avoids taking action today. Action that defines what kind of future we will have. That is the problem. Why can President Trump stop tankers from the Shadow Fleet and seize oil, but Europe doesn't? Russian oil is being transported right along European shores. That oil funds the war against Ukraine. That oil helps destabilize Europe.” Less than a hour later, France announced that it has intercepted, boarded, and seized a sanction stateless oil tanker with the Russian Shadow Fleet in the Mediterranean.

Losses on Russia’s own territory thanks to our long-range strikes. The most effective sanctions – the ones that work the fastest – are the fires at Russia’s oil refineries, its terminals, oil depots. To significantly restrict Russia’s oil industry is to significantly restrict the war. Russia’s war is essentially a function of oil, of gas, of all its other energy resources. I thank the special forces of the Security Service of Ukraine, who did a great job in Primorsk recently, hitting Russia’s largest oil terminal on the Baltic Sea. There is substantial damage; everything has been verified. And this is tangible for the enemy. Our special forces are also keeping an eye on the port of Ust-Luga and all other Russian points of access to the world market. Today, the Security Service of Ukraine’s drones are capable of operating at distances of more than a thousand kilometres. The Special Operations Forces, the Unmanned Systems Forces, the Foreign Intelligence Service, and the Defense Intelligence are also involved. I thank them all for their accuracy.

Only significant financial losses force Russia to consider a scenario of abandoning this war. Currently, the oil market is in a fragile state due to the unresolved situation around Iran. Oil-producing countries, including Russia, may now earn more. Our drones and missiles are limiting Russia’s ability to do so. In a September video by Yle. fi, experts explain that about 70% of the tankers used in the Russian shadow fleet are at least 15 years old. They do not go through proper servicing which increases the risk of technical issues and malfunctions. A lot of these vessels have been blacklisted in the first place because their condition is so bad (meaning they are not allowed to sail) but they still continue voyaging through the Gulf of Finland, for example. Many of them sail under the jurisdictions of different countries, which makes them harder to track. The risk of an oil spill is getting more and more likely - and the shadow vessels carry tens of thousands tons of oil. The environmental disaster that would follow would have an unprecedented scale. It will affect all forms of wildlife and sea life, destroy the business of fishermen and coastal tourism for years, if not decades. Its aftermath for the environment would be indescribable, and the costs to mitigate such a disaster will be exorbitant. Since Russian shadow fleet tankers mostly don't have proper insurance, there is very little chance that any payments will follow that will cover the costs. These expenses will have to be borne by the country/countries near which this will happen, combined with future economic losses caused by damage to the environment. Moreover, Russian shadow fleet tankers are an extra burden for the coast guards as they have to check more vessels (again, many of them are in very poor condition) and have extra training, working on scenarios of possible environmental disasters. According to experts quoted by Yle. fi, from January 2022 to August 2024, 380 million tons of Russian oil and other petroleum products went through the Gulf of Finland, earning Russia more than $220 billion for the war in Ukraine. In more than eleven years of Russia’s war against Ukraine, they have brought only one new thing to our land, the most widespread Russian “legacy”, ruins and death. We must continue resisting this. I thank everyone around the world who is helping. The Russians are preparing to continue the war and are ignoring all peace proposals. They must be held accountable. We are working to strengthen Ukraine’s air defence. We urgently need positive signals from the United States regarding air defence systems — we are still waiting for a response to our request to purchase systems that can help. I thank the European countries for supplies. We must also achieve results in joint production of air defence systems and missiles, this is absolutely essential for our whole Europe. Only time separates us from that result, and what matters most is shortening that time.

On top of that, Putin still has guarantees of financial stability. A large part of those guarantees lies here in Europe – in European seas. Russian oil tankers still move freely along Europe’s shores. In the Baltic Sea. In the North Sea. And in the Mediterranean. In total, Russia still uses more than a thousand tankers.
