We now have the necessary political statements and decisions, and we must implement them as quickly as possible to protect our people and our positions. I received a report from Ukraine’s Minister of Defense regarding contacts with partners, particularly with the American side. We have shared all information regarding Russia’s violations in the energy sector — there were strikes, and today again in Kherson, a Russian drone targeted an energy facility and equipment — deliberately and purposefully. Part of the city was left without electricity. We insist that every such violation must be documented and receive a response from our partners. It is precisely these small details that add up to Russia’s major delays in the diplomatic process. The unconditional cessation of strikes proposed by the United States is not being implemented solely because of Russia’s position.

In 2025 alone, Russia involved more than 122 vessels in its oil trade that are operated or legally owned by European entities. This constitutes a significant portion of Russia’s tanker fleet. Europe must act far more decisively to counter Russia’s tanker fleet. I thank all partners who see this the same way and who are ready to strengthen legislation to block these tankers and confiscate Russian oil.

The United States has imposed new sanctions on Russia’s oil sector, targeting the shadow tanker fleet and companies like Surgutneftegaz, which serves as Putin’s personal wallet. I’m also thankful for the sanctions against officials of Rosatom. This is crucial to pressure Russia’s nuclear industry for holding our Zaporizhzhia Nuclear Power Plant hostage. At the same time, this sends the right signal regarding Russia – there are effectively no grounds left to ease sanctions pressure. Previously, easing sanctions was framed as a necessity to stabilize the global oil market. If the Strait of Hormuz can be unblocked – and this is a global necessity – Russia’s oil revenues should continue to decline. Oil fuels Russia’s war and emboldens it. This is precisely why Russia invested so heavily in supporting the Iranian regime and sought to prolong that war.

U.S. Alternate Representative John Kelley at a UN Security Council Briefing on Ukraine: "The Russian Federation is expected to provide a term sheet broadly outlining its vision for a ceasefire. We will judge Russia’s seriousness towards ending the war not only by the contents of that term sheet, but more importantly, by Russia’s actions. We condemn Russia’s decision over the past weekend to launch some of the largest missile and drone strikes against Ukraine since the beginning of the war. This disregard for human life does not demonstrate a desire for peace. It must cease. If Russia makes the wrong decision to continue this catastrophic war, the United States will have to consider stepping back from our negotiation efforts to end this conflict. To be clear, in doing so, we would not be “abandoning” our principles or our friends. Rather, we would be recognizing Russia’s refusal to work with us toward a desirable outcome. The deal on offer now is Russia’s best possible outcome. President Putin should take the deal. The alternative – continuing to wage the war – would not be in anyone’s interest, including Russia’s. Today I held a detailed meeting on sanctions and increasing pressure on Russia, specifically targeting the shadow tanker fleet. We have a series of measures in place and will be intensifying our work with partners. I also signed several decrees, including one that imposes sanctions on Russian companies and individuals who work in the interests of the aggressor state and help it evade accountability for the war. Ukraine will coordinate these sanctions with our partners—especially those targeting Russia’s aviation infrastructure.

Right now, 11 people are in hospitals in Dnipro after Russia’s attack on the city. A rescue operation continues at the site of the strike on a residential building. People may still be trapped under the rubble. Throughout nearly the entire night, the Russians struck Dnipro and our other cities and communities. As of now, over 30 people have been reported wounded across Ukraine. There are also casualties in the Chernihiv, Odesa, and Kharkiv regions. Tragically, there are fatalities… Four people have been killed. My condolences to their families and loved ones. Russia’s tactics remain unchanged — attack drones, cruise missiles, and a significant number of ballistic missiles. Most targets are civilian infrastructure in cities. Residential buildings, energy facilities, and businesses have been damaged. Each such strike must remind our partners that the situation requires immediate and decisive action. We need rapid strengthening of our air defense – and I am grateful for the decisions taken on Thursday during the meetings in Cyprus regarding additional contributions to the PURL initiative. There are political decisions from several European countries, and it is important that they are implemented as quickly as possible. We must also move forward now toward the 21st package of European sanctions against Russia. The pause caused by the blocking of the 20th package gave the aggressor additional time to adapt – it is important to counter this. We are already in contact with the EU team regarding possible new sanctions steps. The key objective is to significantly limit the capabilities of Russia’s military-industrial complex. We must bring everyone home – both military and civilian – no matter how difficult it may be. Head of the Office Andriy Yermak reported on communication with our partners, in particular with the Americans: the United States is committed to providing support. Grateful for that. It is important that not only is the target itself reached, as defined by the operational objective, but that the downtime of the target is increased or, at the very least, its operations are significantly reduced. According to the most conservative estimates, since the beginning of the year, the aggressor state has lost at least $7 billion solely as a direct result of our precise sanctions against Russia’s oil industry and refining sector – due to direct hits, downtime, and delays in shipments. I am grateful to all our warriors of the Defense Forces of Ukraine who, together with the Security Service of Ukraine and our intelligence agencies, are delivering these results.
