I'm going to need more context. It looks like they're outside a restaurant because the tile changes and the sign. It's possible the old man owns the restaurant and has to repair the tiles for insurance, ascetic, and legal reasons. It's also possible that skateboarding is illegal in that area for the reasons said above. I've seen the damage skateboarding can cause and it can be expensive and time consuming to fix. It's also really hard to chase these guys down once they break something.
