VIEWER DISCRETION IS ADVISED.*** As part of the Orange County Sheriff’s Office’s commitment to transparency, it is our policy to release body-worn camera video of critical incidents, including deputy-involved shootings. We believe it is important for our community to have access to the full context of these incidents, rather than rely on short snippets they may see elsewhere. On June 3, 2026, at about 1 p.m., deputies responded to the 8200 block of Tivoli Drive because a neighbor reported there was a woman outside of a home, screaming. When deputies arrived, they knocked on the door of the residence, and the woman came out holding a knife. Deputies retreated back toward the street and ordered her to drop the knife several times. She refused to drop the knife and shouted “I’ll kill you” as she continued to advance. Three deputies fired their service weapons, and the woman was struck. Deputies rendered aid until paramedics arrived. The woman was transported to the hospital, where she died. As is our standard procedure, the Florida Department of Law Enforcement is investigating the shooting and will turn over its findings to the State Attorney's Office for review. Once that process is completed, OCSO will conduct its own internal investigation. The deputies who fired their weapons are on temporary, paid administrative leave pending the initial FDLE review. We have tragic news to share today. We can confirm that 71-year-old Jorge Vazquez-Escutia, who we reported missing on Tuesday (8/4), has been murdered. And deputies have arrested his stepson in this killing. Jose L. Proano has been arrested on a charge of First Degree Murder. In the course of their investigation, deputies uncovered evidence that Proano, 44, killed and dismembered Mr. Vazquez-Escutia and attempted to conceal that murder by disposing of his body in suitcases. There are no outstanding suspects, and there is no threat to the community. Our thoughts are with Mr. Vazquez-Escutia’s loved ones as they navigate this unimaginable loss.

MAJOR DEVELOPMENT in the case of missing 13-year-old Madeline Soto: This evening, the Kissimmee Police Department, working in conjunction with the Orange County Sheriff’s Office, arrested Stephan Sterns, 37, for sexual battery and possession of child sexual abuse material. Stephan Sterns is the boyfriend of Madeline’s mother, and the last confirmed person to see her on the morning of Monday, February 26. During the investigation into Madeline’s disappearance, Orange County Sheriff’s Office detectives discovered disturbing images when they forensically examined Sterns’ phone. A review of the phone’s data revealed attempts to delete evidence. Through the work of our Digital Forensics Unit earlier today, detectives discovered images and videos that were criminal, and sexual in nature. Detectives then were able to determine that those crimes were committed at the family home in Kissimmee, and they immediately notified Kissimmee Police. At this time, KPD detectives are the lead on the sexual battery case, working alongside members of our Criminal Investigations Division. OCSO is still actively investigating Madeline’s disappearance and Sterns is considered the prime suspect at this time. This afternoon, Sterns was brought to OCSO Central Operations where he was interviewed by Kissimmee PD and OCSO detectives. He invoked his right to an attorney and was placed under arrest and transported to jail, where we expect he will be held on no bond. “Stephan Sterns had an opportunity tonight to come clean with detectives and help lead them to information about Maddie’s disappearance,” said Sheriff John Mina. “Her loved ones deserve answers and OCSO and the Kisssimmee Police will not stop until we find Maddie.” The search for Madeline continues.

Its founder, Vagner Soares De Almeida, Colucci and their associates Ronaldo Decampos and Lucas Felipe Trindade Silva, have been arrested in this case and face charges of Racketeering, Organized Fraud, Extortion, and Unauthorized Practice of Law. Seven victims have come forward – each lost between $2,500 and $26,000. And we believe there could be hundreds more. SUPER SPEEDER? EXPECT JAIL. One year after Florida's Super Speeder law took effect, deputies continue to arrest drivers traveling at dangerous speeds. Since July 2025, 323 drivers have been arrested under the Super Speeder law. The fastest driver arrested was traveling 150 mph, and nearly one in five arrests involved drivers traveling 120 mph or faster. On December 26, 2025, deputies from our felony unit were in the 2200 block of Buchanan Bay Circle doing surveillance of a homicide suspect so they could serve a DNA search warrant in a murder that happened on Christmas Eve. While deputies were surveilling the residence, two men – the homicide suspect and another man - came out and the second man opened fire on deputies, striking one of our unmarked vehicles. One deputy returned fire, striking the 20-year-old shooter. Deputies rendered aid until paramedics were able to get to the scene and transport the man to the hospital, where he is undergoing surgery tonight. He will face charges for shooting at our deputies. The suspect in our homicide case – who was also armed with a handgun – was detained and was being questioned by our detectives late this evening. As is our standard procedure, the Florida Department of Law Enforcement is investigating the shooting and will turn over its findings to the State Attorney’s Office for review. Once that process is completed, OCSO will conduct its own internal investigation. The deputy who fired his weapon is on temporary, paid administrative leave.

ARRESTED: 41-year-old Luis Manuel Frias Jr., for the rape of a 13-year-old he lured into a vehicle on her way to school near Brookgreen Avenue and W. Oak Ridge Road.
