North Patrol Deputies conducted a vehicle stop and the car took FOREVER to actually pull over (Clue #1)… it finally stopped inside an apartment complex where the driver tried, unsuccessfully, to get away (Clue #2). While detaining the driver, he threw his keys to what later turned out to be his girlfriend and told her to run (Clue #INFINITY). A search of the vehicle revealed a loaded handgun, multiple loaded magazines, and a large quantity of marijuana products. A search warrant was executed at the driver’s residence which produced 2 rifles, 1 short-barreled rifle, and 7 additional handguns (two of which were modified with full-auto “switches”). Two of the handguns were also stolen. There was also oodles of marijuana, vape pens, wax cartridges, additional marijuana/sales contraband, psilocybin mushrooms, and over $24,000 in cash. You may remember when Sacramento County Sheriff’s Organized Retail Theft Task Force Detectives arrested 37-year-old Chinese National Yubo Tian in August of this year, when Tian was caught with 6300 stolen gift cards from Target and Apple. Tian was part of an international scam involving tampered gift cards, scanning the bar code, and stealing money from the gift card as money was loaded. You may also remember that the courts released Tian on his own recognizance days later. Tian had no ties to Sacramento and admittedly entered the country illegally using a commonly used trafficker route through Central America and Mexico. Lo and behold, Tian failed to appear in court in Sacramento and became quite the international traveler. He returned to China in September, then traveled to the United Arab Emirates and Spain in November, then back to Mexico earlier this month. On December 12, he was caught trying to enter the United States illegally and was taken into custody. With help from the FBI , Homeland Security , and Placer Sheriff , Tian was transported back to Sacramento, where he remains in custody for his original arrest warrant at the Main Jail, ineligible for bail. He is scheduled to appear in court tomorrow.

Meet 30-year-old Austin Carter, a rapist, registered sex offender, and parolee-at-large with a violent criminal history and prior barricaded suspect incidents. Unbeknownst to deputies on scene, once he knew the the Special Enforcement Detail (SWAT) was on scene, he consumed all of his drugs! More importantly, meet Buster! Sacramento County Sheriff’s Office's new robotic K9 platform. This operation showcases how technology, training, and innovation can come together to resolve a dangerous incident safely. Negotiators made repeated attempts to establish communication and have Carter, who was seen earlier with a firearm, surrender peacefully. They received no response. As deputies worked to resolve the incident safely, our SCOUT Team (Sheriff Craft Observation Utilizing Technology) deployed a drone inside the residence. The drone located Carter in a corner of the garage. Although he was obviously alive, he was unresponsive. One hand was hidden beneath his body while the other was holding a knife. Was he playing possum, or was he possibly unconscious? Recognizing the danger of sending deputies into a confined space with an armed suspect, deputies devised an innovative solution. By attaching a powerful magnet beneath the drone, they were able to safely remove the knife from Carter’s hand. This was a first in the nation, the use of a drone to successfully disarm a suspect (no, it wasn’t AI). Meanwhile, Buster removed obstacles that were impeding access to the garage. Carter reanimated, waking from his drug-induced slumber. Deputies utilized the Rook armored rescue vehicle to provide ballistic protection while approaching the suspect. Despite extensive efforts to gain his compliance, Carter refused to give up. Sheriff’s K9 Beau was deployed and successfully apprehended him. SED Medics immediately provided medical care before Carter was transported to a local hospital. After being medically cleared, Carter was booked into the Sacramento County Main Jail, where he remains ineligible for bail. No deputies were injured during the incident.

SACRAMENTO SHERIFF ORGANIZED RETAIL THEFT DETECTIVES ARREST BUSTS PAWN SHOP SCHEME Between December 2025 and April 2026, a suspect targeted multiple Home Depot and Lowe’s stores across Sacramento County and neighboring counties. Detectives have linked approximately 50 thefts to the same suspect, with losses exceeding $20,000. Detectives with the Organized Retail Crime Unit learned the suspect primarily stole high-value power tools and immediately sold them to local pawn shops, including North City Pawn, Action Loan & Pawn, and Gold-n-Pawn, for cash. Through surveillance, search warrants, and follow-up investigation, Detectives identified the suspect as 35-year-old Anthony Vargas. Investigators determined Vargas made it a daily routine to steal in the morning, then rotate pawn shops selling brand new items in the box, with little to no questions asked. Surveillance showed pawn shop employees reviewing repeated, identical items from Vargas’s truck before purchase. Search warrants at pawn shops recovered over $10,000 in stolen merchandise and indicated the scope of thefts may be greater than initially known. Vargas was arrested for multiple counts of PC 487 (Grand Theft) and PC 490.4 (Organized Retail Theft), with bail set at $100,000. On April 15, 2026, he was released on his own recognizance with pre-trial probation, ordered to stay away from all Home Depot and Lowe’s locations in Sacramento County. Within hours of release, Vargas stole a $650 DeWalt table saw from another Home Depot and sold it to a different pawn shop. Detectives quickly located him in South Sacramento, arrested him again, and recovered the stolen item. A judge has since approved a $250,000 bail enhancement. Vargas was also booked for driving on a suspended license and his truck was impounded. His criminal history includes theft, firearms offenses, felon in possession of a firearm, narcotics, and DUI. The investigation remains ongoing. Detectives believe additional pawn shops may be involved. 25 ARRESTED IN FIRST DAY OF ORGANIZED RETAIL THEFT OPERATION The Sacramento County Sheriff’s Office Organized Retail Crime Task Force began a multi-day enforcement operation yesterday focused on keeping shoppers and employees safe during the busy holiday season. Yesterday’s operation took place at Target locations in unincorporated Sacramento County and was conducted with the assistance of the Elk Grove Police Department. FIVE ARRESTED IN AUBURN BOULEVARD HOMICIDE At approximately 12:00 AM on Sunday, March 15, 2026, North Patrol Deputies responded to the 4400 block of Auburn Boulevard for a report of a shooting. Deputies located a male and female inside a vehicle suffering from gunshot wounds. Deputies provided medical aid until fire personnel arrived. The male was transported to a hospital and is expected to survive. The female was pronounced deceased at the scene. Sheriff’s Homicide Detectives and Crime Scene Investigators determined the shooting occurred during a “pop-up” party at 4366 Auburn Boulevard, where large crowds had gathered inside and outside the building. Witnesses reported that a group of four to five males retrieved handguns from a vehicle and fired approximately 70 rounds toward another group in the parking lot. Tragically, the gunfire struck two uninvolved victims who were passengers in an Uber attempting to leave the parking lot. The victims had no affiliation with either group and were caught in the crossfire. During the five-week investigation, Detectives learned one group was waiting for a rapper and his associates to exit the party. When they saw the group, five suspects exited a vehicle and opened fire into the crowd. Detectives identified all five suspects, three adults and two juveniles. On April 20, four suspects were taken into custody, including 18-year-old Kymani Agbouti (Vallejo) and 18-year-old Avante Washington (Antelope), along with two juveniles from Oakland and Sacramento. The fifth suspect, 20-year-old Juan Colmenero (Emeryville), fled to Puerto Rico. On April 29, he was arrested at San Francisco International Airport and booked into the Sacramento County Main Jail. All five suspects have been arrested for homicide charges. There are no outstanding suspects.

THREE ARRESTED AFTER SHOOTING, ROBBERY, AND VEHICLE CRASH IN SACRAMENTO At approximately 5:33 PM on Thursday, January 22, North Division Patrol Deputies responded to the area of Fulton Avenue and Hurley Way in Sacramento for a report of a vehicle collision that had escalated into a physical fight. While deputies were responding, it was reported that an individual was shooting into a crowd. Deputies determined that three suspects—25-year-old Avieon Spencer, 35-year-old Antwon Pace, and a 14-year-old juvenile—had been driving erratically through a parking lot before crashing their vehicle, causing it to overturn onto its side. After the crash, Pace appeared injured while Spencer and the juvenile exited the vehicle. The suspects became upset after noticing bystanders recording the incident. They assaulted a male victim and robbed him of his phone, and also assaulted a female victim, though they were unsuccessful in taking her phone. When onlookers attempted to physically detain Spencer, a fight broke out. During that confrontation, the juvenile retrieved a firearm and began shooting. One victim was struck by gunfire, and an arriving Sacramento Metro Fire engine was also struck. Fire personnel were forced to flee on foot and were fortunately not injured. Spencer and the juvenile fled the scene in different directions. The juvenile was quickly apprehended by responding deputies. Sheriff’s K9 units tracked Spencer from the scene, and Sheriff’s K9 Billy located him hiding in a nearby residential neighborhood, where he was taken into custody. He was later medically cleared and booked into the Sacramento County Main Jail for robbery and delaying a public officer, with bail set at $50,000. He is scheduled to appear in court on January 26. The handgun used in the incident was recovered. The 14-year-old shooter was booked into the Sacramento County Juvenile Hall for assault with a deadly weapon (firearm) and assault on a firefighter with a firearm. Pace was transported to a local hospital for injuries related to the collision and will be booked into the Sacramento County Main Jail on outstanding warrants once medically cleared.

CHILD RAPIST SET FOR RELEASE UNDER ELDERLY PAROLE – AND THE BALLOT MEASURE TO STOP IT This video is based on the actual crime reports, interviews and the investigation conducted by our Child Abuse Detectives. In this case, a five-year-old girl was raped so severely and her injuries were so bad, Deputies had to carry her into the emergency room because she could not walk on her own. The sexual predator, Jorge Tinoco, was 25 years old at the time of the crime. Today, he is 54 years old; and was granted elderly release (release date still pending). Throughout the investigation, he blamed the 5 year old girl. He even stated that “she asked for it” (the rape) and came in to his room. During his parole hearing, he stated he still sexually fantasizes about young girls, but he “has it under control.” But, who knows? There are no young girls in prison to test his “control” over his fantasies. He was justifiably sentenced to a prison term of 24 years to life, but only served 29. This is just another “experiment” by the Board of Parole Hearings, weighing the hope of monsters changing over potential new innocent victims. We MUST be serious about public safety and prioritize victims over sexual predators. We MUST demand accountability, and prevent these monsters from going free. ILLEGAL GAMBLING OPERATION BUSTED In April 2025, Detectives from the Sacramento County Sheriff’s Office began investigating a criminal organization suspected of violating California Penal Code 330 (illegal gambling) and 337a(a) (bookmaking). Detectives identified the following suspects involved in an alleged conspiracy to operate numerous illicit casinos throughout Northern California: Theaplus Osborne Dana Green James Frazier Herman Hawkins Thurston Bershell The investigation revealed a hierarchical organization operating eight illegal casinos, managed by Osborne, with multiple co-conspirators handling daily operations. These illicit gambling operations were run out of residential neighborhoods, generating repeated calls for service and ongoing complaints. The locations were linked to violent incidents, assaults, large fights, and firearms-related crimes. Documented incidents associated with these operations included an individual chased while a firearm was brandished, a woman shoved to the ground during a confrontation, and large fights involving guns. This is the type of criminal activity illegal casinos attract into neighborhoods. Detectives determined the organization laundered more than $1.4 million between January 2024 and July 2025. On February 19, 2026, Detectives executed search warrants at nine locations and arrested several suspects. During the operation, Detectives seized 16 illegally possessed firearms, multiple high-capacity magazines, more than $100,000 in bulk cash, approximately 13 gambling machines, and over 60 computers used for illicit online gambling. This enforcement action dismantled a large-scale illegal gambling network operating in our region and impacting residential communities.
