Time to go upriver and have a conversation with the truck drivers dumping that into the river.

It’s great the effort to remove the trash getting it to the Gulf. However, it’s equally important to have the same effort to avoid the trash getting thin to the rivers in first place. What are the plans, if any, from the local governments?

Is this waste being generated locally, or is it being dumped from other places/countries?
