But every country has laws, and Vietnam appears to be taking a much tougher approach. The woman in this video says that if illegal street vendors are caught, authorities can reportedly confiscate their carts, issue large fines, and even jail them for a few days. SNAP recipient: I work as a substitute teacher, so I only get paid on to the days that I work. My husband also is permanently disabled, and he receives monthly Social Security benefits. With the combined income, it's not enough to cover the cost of food for that month. So I rely on SNAP benefits to provide food for my house so that me, my husband, and my children will be able to eat.
