Today, I signed a decree introducing a sanctions package against Russian and other individuals and entities supporting Russia’s military system. These include developers, manufacturers, and suppliers of drones for the occupiers, individuals assisting in importing critical components into Russia, as well as those training drone operators. In total, more... than a hundred entities and individuals. We are actively working with our partners to synchronize these sanctions with their respective measures. It is crucial that all our partners continue to intensify sanctions pressure on Russia. Without foreign components and without schemes to bypass sanctions, Russia cannot sustain its terror campaign. An important piece of news—by the end of the year, our European partners are expected to fully implement their initiative to supply Ukraine with one million artillery shells. I also met today with Estonia’s Minister of Defense. Recently, a Russian “Shahed” drone strike on Kyiv damaged the building that houses the residence of the Estonian Ambassador to Ukraine. This incident is yet another reminder of the need not only to strengthen our defenses against Russian terror but also to increase pressure on Russia to limit its military production. Each Russian missile used by these beasts against our country contains components made by companies in other countries, not Russia. A Kh-101 missile has at least 53 such components. Over the past week, Russia has used more than 630 strike drones, approximately 740 guided aerial bombs, and nearly 50 missiles of various types – totaling over 50,000 sanctioned components sourced from around the world. We expect this package’s content to be prepared within a month and we propose including Russian legal entities and individuals that are still profiteering from energy resources. There will also be updates on the abductors of Ukrainian children – this must be met with truly global pressure. Of course, there must be substantially cranked up pressure on all schemes that enable Russian military production. This is vital. Our institutions are working on the synchronization of European and Ukrainian sanctions. We are also fully aligning the European sanctions package targeting the regime in Iran, which includes numerous individuals, companies, and entities not only involved in military production and external terror schemes against neighboring countries in the region, but also in internal repression within Iran itself. It is one of the most brutal regimes in the world. No surprise that Putin found common ground with it. Global sanctions against Russia must now be one of the top priorities. They are a real tool for limiting Russia’s strategic capabilities and potential, and they must increasingly and painfully restrict Russia’s ability to continue its war against our independence. We are also fully aligning the European sanctions package targeting the regime in Iran, which includes numerous individuals, companies, and entities not only involved in military production and external terror schemes against neighboring countries in the region, but also in internal repression within Iran itself. It is one of the most brutal regimes in the world. No surprise that Putin found common ground with it. Global sanctions against Russia must now be one of the top priorities. They are a real tool for limiting Russia’s strategic capabilities and potential, and they must increasingly and painfully restrict Russia’s ability to continue its war against our independence. Today, I instructed Ukraine’s Minister of Defense and the Commander-in-Chief to intensify all contacts with the American side. We now have the necessary political statements and decisions, and we must implement them as quickly as possible to protect our people and our positions. We are also continuing our sanctions work in Ukraine. Today, we have a package of sanctions against companies from China that, unfortunately, supply components for Russia’s weapons production, particularly for “shaheds.” There is clear evidence of this. The details are found in the remains of downed “shaheds.” We will also discuss this with our partners so they align with Ukraine’s sanctions.

This week alone, Russia has launched over 1,260 aerial bombs, nearly 750 attack drones, and more than 10 missiles of various types against our people. Russia’s military production, which enables such terror, relies on three key factors: sanctions evasion schemes, without which Russia would lack critical components; high oil prices, which should rightfully be lowered; and an insufficient number of our long-range missiles and drones. We are grateful to all partners who are strengthening sanctions, but more global efforts are needed to decrease Russia’s oil industry capabilities. We will continue to expand the production of our missiles and drones – and we urge all partners to invest in Ukraine’s defense industry, because these are investments in the protection of life.

We continue working on sanctions against Russia, targeting those who help finance its war against Ukraine. Today, I discussed this with the UK Foreign Secretary during his visit to Ukraine. It is crucial to keep pressuring Putin’s shadow tanker fleet, which moves oil around the world, funding Russian terror and war. The UK is one of the leaders in taking action against this fleet. But sanctions should go beyond just the tankers and companies involved—they must also target the captains of these vessels and all individuals connected to them. Ukraine has already taken such measures, and we are working to expand them across our partners’ jurisdictions.
