Today, I signed a decree introducing a sanctions package against Russian and other individuals and entities supporting Russia’s military system. These include developers, manufacturers, and suppliers of drones for the occupiers, individuals assisting in importing critical components into Russia, as well as those training drone operators. In total, more... than a hundred entities and individuals. We are actively working with our partners to synchronize these sanctions with their respective measures. It is crucial that all our partners continue to intensify sanctions pressure on Russia. Without foreign components and without schemes to bypass sanctions, Russia cannot sustain its terror campaign. Every “Shahed” drone and every Russian missile contains dozens of foreign components. That is why it is essential for our sanctions pressure to work hand in hand with the global effort.show more

Each Russian missile used by these beasts against our country contains components made by companies in other countries, not Russia. A Kh-101 missile has at least 53 such components. A Kh-47M2 Kinzhal contains at least 49 types of components that are not manufactured in Russia. The majority of these components are produced by companies around the world and brought to Russia through shady schemes. It is imperative to block such schemes and those who support them. An important piece of news—by the end of the year, our European partners are expected to fully implement their initiative to supply Ukraine with one million artillery shells. I also met today with Estonia’s Minister of Defense. Recently, a Russian “Shahed” drone strike on Kyiv damaged the building that houses the residence of the Estonian Ambassador to Ukraine. This incident is yet another reminder of the need not only to strengthen our defenses against Russian terror but also to increase pressure on Russia to limit its military production. Over the past week, Russia has used more than 630 strike drones, approximately 740 guided aerial bombs, and nearly 50 missiles of various types – totaling over 50,000 sanctioned components sourced from around the world. The sanctions pressure on supply chains for foreign components remains insufficient. There are agreements on defense packages and joint production – with the UK, the Netherlands, Canada, and other partners. There are also areas for collaboration with the U.S. Many agreements have been reached with France and Germany as well. All of these need to be effectively implemented: from joint drone production and investments to our long-range capability projects, including missile development. Today, there is also a decision to significantly accelerate sanctions pressure on Russia. I thank our partners who are already preparing the EU’s 18th sanctions package. New sanction measures have also been introduced by the UK and Canada. We are coordinating on sanctions with all G7 nations, as well as with other key global jurisdictions. Russia’s accountability for this war and our sanctions pressure must be operating at full capacity. They must leave no room for Russia or its cronies to adapt. I thank everyone who is helping.

It will mainly focus on countering Russia’s evasion of existing sanctions and targeting its shadow fleet. - The package blacklists over 100 vessels used by Russia to transport oil and gas in violation of EU sanctions and the G7 price cap. These vessels are often old, uninsured, and operate under flags of convenience to obscure ownership. The new EU measures include banning these ships from EU ports and services. This week alone, Russia has launched over 1,260 aerial bombs, nearly 750 attack drones, and more than 10 missiles of various types against our people. Russia’s military production, which enables such terror, relies on three key factors: sanctions evasion schemes, without which Russia would lack critical components; high oil prices, which should rightfully be lowered; and an insufficient number of our long-range missiles and drones. We are grateful to all partners who are strengthening sanctions, but more global efforts are needed to decrease Russia’s oil industry capabilities. We will continue to expand the production of our missiles and drones – and we urge all partners to invest in Ukraine’s defense industry, because these are investments in the protection of life.

Today, I instructed Ukraine’s Minister of Defense and the Commander-in-Chief to intensify all contacts with the American side. We now have the necessary political statements and decisions, and we must implement them as quickly as possible to protect our people and our positions. We are also continuing our sanctions work in Ukraine. Today, we have a package of sanctions against companies from China that, unfortunately, supply components for Russia’s weapons production, particularly for “shaheds.” There is clear evidence of this. The details are found in the remains of downed “shaheds.” We will also discuss this with our partners so they align with Ukraine’s sanctions.

Odesa is recovering after yesterday’s strikes on the city center. Museums, the Philharmonic, many historic buildings, and the famous Odesa hotel were damaged. The attack targeted not only Ukrainians but even Norwegian diplomats working in Ukraine. We must always be absolutely honest about this kind of Russian terror—they would not be able to inflict such destruction, with such intensity, on their own, night after night. Every Russian Shahed, every Russian missile consists of components produced in other countries. 165 strike units in a single night by Russia—all these Iskanders, Kalibrs, and other killing machines consist of hundreds, even thousands of components from other countries. European nations, China, and even the U.S. Without these critical components, Russia would have no ability to destroy the lives of others. That is why it is absolutely crucial for sanctions to be truly strong and impossible to bypass under any circumstances. There must be no remaining loopholes for supplying Russia with critical components for its defense industry. Sanctions violations must be treated as complicity in war—those who help Russia destroy lives must be held accountable.
