System, because: - the roads are designed without crossings to ease the movement of automobiles, but rickshaw puller has to pull it and wants to minimise his effort, so takes short cuts - widespread, ever increasing inequality - no faith in authorities that they’ll resolve it, so heavy reliance on instant justice (or mostly, let it be, who’s going to stop and waste time)

रिक्शा वाला भी wrong side चला रहा था और बाइक वाला भी अंधा हो कर चला रहा था।

The fault lies with both of them. The bike was going too fast to stop on a busy road, and such speed is not appropriate—one should follow the speed limit. Meanwhile, the cyclist was crossing the road from the wrong side.
