Did the cyclist explain to police that he knowingly ran the red light? Victim or not, he still should have been issued a citation for failure to yield as well.

Cyclist first, her second for not pulling over. If she would have pulled over, since the camera saw it all, the footage would have come out sooner or later to back her story. The cyclist is the problem here, but her reaction wasn't legal either.

The only thing that video proves is the hit and run, not who is at fault. The bicyclist appears to have passed a car who was stopped in the traffic lane. Making me believe he either ran a stop sign or red light. But even if that assumption is true, it doesn’t excuse the driver not stopping to render aid, etc.

Both. He disobeyed traffic rules by running a red light. She by driving away. If she had stopped right there it would have all been on him.

Equal fault. It was a red light so the cyclist should have stopped or at least yielded, however, the driver should have been more aware as unexpected things will happen especially at intersections, so for her to not even slow down just continue through??
