It's a disability accessibility feature. It causes you to cast 13-20％ less spells dependant on your base GCD. This is going to be an enormous damage loss to actually use, still enough damage to play the game but not enough to be attractive.

Or maybe it’s good for people with disabilities like seriously arthritic hands or very slow reaction time. It’s fine.

I think it is a slight L take. If their GCD is longer, no matter what they are going to do far less dps then someone who is playing normally that knows how to do their rotation because that normal player is gonna get out far more spells.

I once had a raid leader who could only play with one hand. He rocked at the time with what he had. But this kind of feature would be wonderful for these people who needs the help! You're an entitled prick by being critical about its purpose...
