Some Major Methods Phone Thieves Use to Evade IMEI Tracking: 1. IMEI Modification or Cloning Skilled thieves (or repair shops) use specialized tools/software to change or spoof the IMEI number. This makes the phone appear as a different device on networks. While illegal in many countries, it's still common, especially on Android models. 2. Hardware Modifications Replacing motherboard components, microchips, or other parts to bypass locks, reset protections, or alter device identity. This can disable tracking features entirely. 5. Selling in Parts or Destroying the Device Breaking the phone down for components (screens, batteries, etc.) or destroying it eliminates any chance of tracking the original device. Important Note: Even advanced IMEI tracing technology has no guarantee of success because these evasion tactics are widespread. IMEI is primarily useful for blacklisting (making the phone unusable on networks), not precise real-time GPS-style location tracking.

I discovered this angle of Cutler's palm device yesterday. This is the one device I find most difficult to identify because the puck is on the palm side of Cutler's hand. Credit to Muppet Masher for sending me the Phil Lyman Videos or else I would've never noticed this. Someone please help me id, it's driving me crazy! Here are my initial observations of the device: It wraps around 4 fingers. There is a silver clasp on the ulnar side. The frame is rigid(likely silicone), there are 2 layers to the frame of this device so there is a gap in the middle unlike typical smart gesture devices. It is extremely thin. The shape is non-symmetrical. There is likely an led indicator or micro display on the device(rick cutler looks at it). It can be operated with one or both hands. Cutler also talks while using it part of the time. It is likely connected to the security's radio or to smart glasses on other team members(Dan Flood can be seen using his PPT immediately after Cutler uses this device to gesture/signal). It may or may not interact with whatever is protruding from his left shoulder blade. Other than his obvious gesturing, what makes this device strange is that his PTT button is clipped onto the front of his shirt so this must serve as something else. It could be difficult to identify as there are different palm mounts/"cradles" that are aftermarket for sensors, RFID chips, PTT buttons, etc so it could be a custom job. It also may or may not interact with Cutler's watch. His hand movements seem hyper-intentional, but it's also possible he raises up the device to get a better signal(tissue absorbs and blocks RF heavily). For some added context, the team radios are BTECH DMR-6X2 Pro's and Cutler's PTT is made by Retevis. Another detail worth mentioning is that all of the other security are wearing tracking/biometric monitors: Garmin/apple watches, whoops, Auras, even aftermarket whoop bands. It seems like they intentionally chose a variety of different makes/models of devices to avoid suspicion(which is not uncommon). However, It is highly possible and likely that whatever is in Dan Flood's Mystery Ranch Purse is likely serving as a synchronized physiological status monitoring system that bonds and transmits each operators biometrics and precise location(including Charlie's). At the very least, a signal booster. Either that or all of their devices are funneled into the LU300 to be broadcasted to a remote location that is surveilling the entire scene(especially if it was LIDAR scanned by that plane before hand. Part of me thinks Cutler's palm device is simply a wireless microphone that requires movement to speak(not uncommon), but it could also be some kind of active RFID/RTLS proximity tracking device to range/track the team and even Charlie if operating at the 2.4 GHz Rode pro frequency). I think it's likely that it is a gesture controller with preloaded gestures or a comms-signaling node. If he was wearing smart glasses, I might think otherwise(his glasses are standard Randolph USA aviators). His spatial position relative to other team members is also strategic(he can see all other operators). So I think he is likely serving as some kind of coordinator. It might also be possible that the device interacts with potential electrodes underneath cutler's clothing or within his garments. Cutler's garments are perforated(visible in Charles Wilson's photos), but they are also extremely thick considering how hot it was. If you look back at previous UVU events, much of the security is wearing the same clothes(could be intentional). He could also have an antenna of some sort on his back The final thing I wanted to note is that Cutler does appear ready to operate the device as Goldsberry is about to mic up charlie(both times in the video). I'm not making accusations, this is all speculative, and I know everyone wants to think he had a palm gun, was controlling a drone, or a wireless mouse, I just think that's unlikely(but Prove me Wrong!). I actually think the tech they were using was much more advanced than those candidates anyways. I really want help, and hopes someone can help me positively id this. There's gotta be more photos and videos out there. It might be easier if we knew where he was before the event, but he seems to just spawn onto the scene.
